DESCRIPTION: PE is looking for an experienced Configuration Management Specialist to support the U.S. Army Combat Capabilities Development Command (CCDC).

Primary duties will include (but not limited to):

• Provide program management, technical documentation, data analysis, and operational support to the Army CCDC G3 Global Technology Office (GTO).


• Maintain close collaboration with the Technology Watch and Horizon Scanning (TW/HS) Community of Practice.


• Develop structured databases that allow for indexing, tagging, and exportation of data in support of dynamic visualization and analysis.


• Aid in the development and implementation of local and cloud based data repositories for the GTO.


• Develop interactive data forms for collection and storage of information from CCDC personnel in remote locations, i.e. dynamic trip reports.


• Write APIs to mine data from desperate sources.


• Consolidate, clean, restructure and validate data, as needed, to support analytical assessments and/or visualization for CCDC GTO.


• Develop visual dashboards to be used by CCDC leadership, International Point of Contact (IPOCs), and CCDC Forward Element Center and International Technology Center (ITC) personnel.


• Develop analytical tools to aid in the identification of leading researchers/universities/companies/countries using various data sources (patent, publication, etc.)


• Manage, analyze, and display large quantities of disparate data.


• Assist in strategy and courses of action (COA) for visualization products and guidance documents for CCDC and Army Futures Command (AFC).


• Assist in the development of metrics as input to the campaign plan and the global engagement plan that support CCDC and AFC.


• Provide relevant recommendations for improvements to analytics and guidance that integrate AFC into CCDC.


• Effectively communicate implications and recommendations to senior leaders and decision-makers.


• Attend and participate in the ORBT and Global Workshop. In addition, the contractor shall contribute documentation to both the ORBT and Global Workshop after-action reports.


• Be able to assist in maintaining the GTO SharePoint database that contains resources for the global community and provide recommendations to the GTO Director and/or GTO Deputy Directors for other resources that personnel contacting GTO have requested.


• Participate in the promotion of Global Programs through dissemination of information to the Global community


• Provide administrative and process support to GTO functions as needed, including assisting GTO with the planning, development, initiation, and execution of projects.


• Attend all GTO work related meetings.


• Respond to inquiries and tasks in a timely manner.


• Monitor/protect acquisition-sensitive materiel.


• Monitor the NIPR and SIPR networks, reading and digesting unclassified and classified material to search for specified and/or implied tasks.


• Ensure OPSEC procedures are followed in accordance with ARs 380-5 and 530-1.


• Assist where requested in the planning, coordinating, management, and execution of meetings, science and technology orientations, and symposiums to address advance technology for participants throughout the DoD community. Such meetings may be web-based teleconferences, video-teleconferences, or face-to-face meetings, in both classified and unclassified forums. As part of this task, the contractor shall perform the following duties:

• Coordinate: Prepare agendas and clear and concise briefing materials


• Attend/participate: Briefings for senior leaders


• Document: Record meeting minutes, executive summaries, and action items, focusing on G3 or individual areas of responsibility




• Review and prepare clear and concise briefings, documentation, reports, and other supporting information to support Integrated Program Reviews, milestone decisions, and program updates/reviews, and submit them for coordination and approval.


• Assist in the development and maintenance of requirements and program documentation, and maintain a list of required documents for assigned programs with corresponding projected need dates.


• Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.

KNOWLEDGE AND SKILLS:

• Strong understanding of database concepts and structures.


• Familiar with using multiple sources of data, data manipulation, and data visualization techniques/tools.


• Familiar with using distributed search and analytic engines (i.e. Elastic search).


• Proficient in database systems to include knowledge in Structured Query Language (SQL) programing and Oracle.


• Possess an understanding of program and technology development, either from a DOD or Industry perspective, as well as the corresponding management practices, across one or more product disciplines (e.g., engineering, logistics, test, finance, etc.).


• Be capable of communicating clearly, both orally and in writing.


• Possess comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word.


• Be capable of performing assigned tasks with minimal oversight or correction.


• Possess knowledge and experience regarding the procedures and responsibilities necessary to hand-carry information up to the Secret level.

EDUCATION / EXPERIENCE:

• Certified as a Microsoft Certified Solutions Expert (MCSE) in data management and analytics highly desired.


• Experience and proficiency in the development of Application Programing Interfaces (APIs).


• Experience with commercial data visualization tools (Tableau, Kibana, Qlik, Salesforce, etc.)


• Experience supporting programs, projects, or tasks which involve tracking risk and providing constant status or process oversight.


• Possess a certificate of completion, or obtain and submit one within ninety (90) days of assignment, for the Action Officer Development Course.
