Job Description:

LinTech is seeking individuals to fill roles for Vice President of Growth and/or Director Business Development to support the organization's mission, vision and values by exhibiting the following behaviors: excellence and competence, collaboration, innovation, respect, personalization, commitment to community, and accountability and ownership. The individual is responsible for Business Development, Capture, and Strategy across LinTech's competencies and markets. A successful candidate will demonstrate a strong, proven and successful track record in transitioning 8(a)/small business set-aside contracts to full & open while maintaining steady growth.

The individual will develop and implement a Strategic Growth Plan, Marketing/Sales, Capture, and Proposal Development processes as needed to effectively convert pipeline opportunities into revenue for LinTech. The individual will oversee the pursuit of new federal business opportunities and successfully retain existing business. The individual is responsible for all aspects of business identification, qualification, and capture. The position leads the development of gap analyses, competitive assessments, discriminators and key win themes, price to win and overall win strategy/ value proposition. The individual shall serve as the lead for external teaming arrangements and team partner roles to include identifying, selecting and recruiting teammates, subcontractors, and suppliers.

The individual will report to the CEO and work in close collaboration with LinTech leadership team, Program Managers/Directors, Proposal Team, and other personnel as necessary in identifying/qualifying new business opportunities and developing plans for successful retention of existing business. The right person will devise appropriate strategies to ensure contract wins through active, strategic, tactical, and hands-on developmental roles in all facets of the business acquisition life-cycle and proposal development.

Essential Job Functions:


  • Development and qualification of a new business pipeline for opportunities

  • Develop a plan for recompete contracts to transition small business to full and open

  • Proven, demonstrable expertise in sourcing and closing opportunities in the following functional/technology arenas: Enterprise Infrastructure, Cyber Security, Financial Management, Cloud Architecture\DevOps, Cloud Application Migration, Agile Application Development, Maintenance, and Enhancement.

  • Building and executing appropriate market development plans to expand LinTech's brand, relationships and market presence in existing and emerging accounts

  • Diligently using LinTech's Capture Management system to capture and share all customer relationship data and lead management activities

  • Identifying and capturing new business by leveraging knowledge and contacts within the Federal marketplace

  • Meet with potential customers frequently to introduce LinTech capabilities, determine client needs and challenges, and offer potential solutions

  • Identify potential teaming partners and build integrated teams in both the Prime and Sub positions on substantial new programs

  • Develop capture plans for opportunities identified and qualified and oversee/execute capture plan activities as appropriate

  • Track the status of potential opportunities and be responsible for updating the status of all pipeline opportunities within their assigned accounts

  • Provide intel to proposal team to support development of technical and price proposals

  • Prepare reports and briefs regarding status of pursuits, including preparation of Opportunity Briefs\Gate Reviews and participation in the Monthly Pipeline Review


  • Proven experience in increasing revenues on IDIQ contracts (large deal volume, small and medium average value $10M-200M)

  • Substantial relationships with Federal Government agency personnel and deep IT Industry contacts (required)

  • Demonstrated ability to write well and adapt information into required formats for documents (required)

  • Successful IT Services Business Development and Capture experience (required)

  • Knowledgeable of IT Services and technologies and the different skill sets required to introduce and support those technologies in support of customer requirements (desired)

  • Develop and execute tactical initiatives that ensures the strategic plan growth targets are achieved.


  • Mentor, train and manage junior business development/capture associates.

  • Lead and develop growth team to support rapidly progressing organization.

  • Ensure all Business Development activities follow and are complaint with SBA rules and regulations.

  • Build and maintain strategic relationships with Industry Partners.

Qualifications:


  • 15+ years of Business Development/capture experience in US Federal government contracting.

  • 10+ years business development and/or capture as either a manager or business developer\sales executive in the Federal IT Services market

  • 5+ years of experience in managing/supervising Business Development activities.

  • Managed at least 3 winning procurements with individual contract values greater than $25M in the last 3 years.

  • Ability to obtain and possess DoD security clearance. Current security clearance a plus.

  • Bachelors degree.

  • Familiarity with SBA's 8(a) and SBA Mentor/Protege Program a plus.

  • Demonstrated success in Business Development activities.

  • Experience with developing and implementing a strategic plan.

  • Strong leadership and development acumen with proven success in leading geographically dispersed teams.

  • Experience collaborating with functional areas to include: Labor, benefits, finance, project controls.

  • Must have strong interpersonal skills, maturity, sound judgment, and be capable of communicating with a diverse range of individuals.

  • Strong written and verbal communication skills, including creation and design of both strategic and reporting products for presentations to internal teams, and external customers.

Knowledge, Skills, Abilities


  • Knowledge of US Government procurement and contracting.

  • Demonstrated leadership in Federal Government Business Development/Growth functions.

  • Proficiency with Microsoft Office Professional Suite and Microsoft Project.

  • Must speak, read, and write English proficiently (Job duties require exceptionally strong writing abilities).
