Job Description:

ESSENTIAL JOB FUNCTIONS:  Works under the general direction of the Senior Manager of HR Analytics & Performance to evaluate HR-related data, identify issues and opportunities, determine root causes of problems, and recommend business solutions and process improvements.  Utilizes HR-related business intelligence systems and various data applications to mine and analyze human capital data sets, develop conclusions, research data-driven solutions, and partner with all business units across the City to deliver actionable opportunities to improve workforce utilization.    Implements and maintains concise, real-time HR data delivery systems to enable effective decision making.  Strives to add a quantitative perspective to increase workforce performance and engagement through analysis of areas such as employee turnover, candidate selection, succession planning, diversity, headcount and position control, overtime pay optimization, time-to-fill vacancies, utilization of leave time, and employee scheduling.  Influences division leaders and others in HR to value and weigh current, accurate data.  Maintains data and provides input on structure of various HR Key Performance Indicators.  Creates and updates various charts and graphs and develops dashboards to represent current, accurate staffing and HR trends.  Analyzes and reports on the employee performance data and provides support to the annual employee performance management program.  Serves as subject matter expert on technical matters for the performance/goals management system.  Contributes and participates in developing performance program training materials and delivering training.  Partners with HR Solutions and Information Systems to identify and build out analytics tools.  Continually identifies opportunities to build a foundation of HR analytical capabilities throughout the organization.

1.         Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly both verbally and in writing with employees at all organizational levels. Requires the ability to operate general office equipment such as a personal computer or telephone and lift and carry objects such as training materials weighing up to 20 lbs.

TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment.  Frequent travel across the city for meetings and training.

MINIMUM QUALIFICATIONS: Master’s degree in Human Resources, HRIS, Public or Business Administration or related field and five (5) years’ professional experience related to maintaining or developing data solutions and/or business analytics with at least two (2) years to include experience using advanced Excel functions and/or business intelligence systems or other spreadsheet/database analytics tools; or any combination of experience and training which enables one to perform the essential job functions.  A related bachelor’s degree and one additional year of related experience may substitute for the Master’s degree. 

PREFERRED QUALIFICATIONSSpecific professional experience in human resource analytics.  High level of proficiency in business intelligence and reporting systems. Specific experience in configuring or implementing employee performance management systems and utilizing PowerPoint to provide technical training.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
