Job Description:

OVERVIEW:

The URW East Coast Regional Security Director, will be responsible for oversight and management of the security program for the URW US East Coast portfolio which includes World Trade Center, South Shore, Trumbull, Garden State Plaza, Annapolis, Montgomery, Wheaton, Brandon, Broward, and Old Orchard located in New York, Connecticut, New Jersey, Maryland, Florida and Chicago respectively. This position will be responsible for managing the security contract(s) and oversight of all aspects of security operations associated with protecting the facilities and interests of the organization. 

This position will be based at the URW World Trade Center (WTC) and report directly to the Senior Vice President of US Security Operations in Los Angeles, CA.  In addition to regional responsibilities, a primary focus of this position will be to coordinate regularly and work closely with the WTC VP/General Manager and the WTC Allied Universal Security Director on security operations at WTC and the Fulton Center locations. To that end, this position will be responsible for creating and maintaining relationships with any and all other security stakeholders at WTC/Fulton such as PANYNJ, PAPD, MTA, NYCT, NYPD, FDNY, Homeland Security, etc.

The URW East Coast Regional Director of Security must be committed to providing a positive impression with world class service. 

JOB RESPONSIBILITIES:

• Maintain a professional liaison relationship with all site stakeholders and first responders, including local law enforcement, fire & rescue personnel and guests.

• Handle and resolve sensitive and political issues in a timely and professional manner.

• Provide oversight of security resources in a manner that provides the best possible proactive and reactive measures. For WTC, this includes loading dock and logistics efficiency to prevent or minimize property loss, property damage, personal injury, or situations having a negative impact on the organization.

• Responsible for oversight and coordination with the contracted SD for URW interest in the WTC Operation Control Center (OCC), Vehicle Security Center (VSC) and badging control systems and procedures on-site.

• Review detailed reports and analysis to assess quality and efficiency of the security operations to the VP/General Manager, SVP of U.S. National Security, law enforcement or other relevant personnel.

• Responsible for conducting periodic inspections of all document flow programs to ensure compliance with policies and procedures.

• Maintain accountability for all files, logs and reports for the required period of time in a manner to quickly and accurately recall any required/requested information.

• Conduct quarterly evaluation of center contracted SDs and meet regularly with contract Regional Managers to address issues.

• Provide the leadership necessary to maintain a positive and productive work environment, and ensure this intent is communicated and adhered to by all contract personnel.

• In coordination with the SVP and VP/GM, manage the department budget by tracking and monitoring expenses, pro-actively identifying risk to expense projections, and providing solutions to management.

• Work closely with the contracted SD and VP/GM on property group issues related to security, crime control, risk, and customer service and program compliance.

• Prepare Annual budget recommendation for center security staffing and operations for presentation to the SVP. Review and approve projected annual security budgets at all locations. Review and authorize level of additional hours for annual holiday period.

• Conduct an annual review and update the WTC strategic security plan, including goals, objectives and performance metrics, and conduct annual review and update.

• Participate as an active (back-up) member of the CMT (URW US Crisis Management Team) and participate in all Port Authority Exercises at WTC.

• Coordinate with Corporate Risk Management in an annual review of the CMT and Business Continuity Plans to ensure compliance and competency at all locations.

• Provide consultation and oversight on security planning for special programs and major events with review of proposed operations plans.

• Monitor Heliaus statistics and trend analysis to develop crime reduction and risk management strategies.

• Research, evaluate and make recommendations to US Corporate Security team on implementing new security technologies (e.g. CCTV, mass communications, access control systems etc.).

• Conduct an annual review and update the operating procedures for regional centers, WTC and Fulton Center.  Will work closely with MTA at Fulton Center to ensure all operating procedures are met.

• Possess knowledge and expertise in contract management as well as working collectively with other disciplines.

• Work directly with regional and corporate managers on regional and national initiatives.

REQUIREMENTS AND QUALIFICATIONS:

• Minimum 10 years in law enforcement or security related field with supervisorial and management responsibilities.

• Proven leadership in security and emergency management and operations.

• Proven capabilities in the planning and execution of security, safety and risk management programs.

• Strong personnel management skills, with previous experience leading teams and managing government and private sector stakeholder relationships.

• Ability to communicate effectively with guests, retailers, vendors, employees and managers regarding site security to ensure cooperation and effective security operations.

• Ability to facilitate and coordinate security for high profile guest visits, including international government leaders and diplomats, celebrities and talent. Must exercise discretion and confidentiality.

• Must be able to travel regularly to inspect properties.

• Comfort level with first response incident handling and reporting to management.

• Must be able to respond to properties 24/7 to handle emergencies.

• Ability to work a flexible rotating schedule during operating hours.

• Computer proficiency with Excel, Word, Power Point and Outlook.

MULTI-SITE LOCATIONS:

The East Coast Regional Security Director must demonstrate the capability to manage multiple sites, have a solid operating knowledge of each site, and good familiarity with different government and private sector property management types (transit hubs, office, retail, corporate facilities, etc.). The successful candidate must also demonstrate a skillset that involves participation with multiple management teams in four geographic regions.
