Overview
The Judicial Council of California supports California's court system, the largest in the nation, serving a population of more than 39.5 million people- about 12 percent of the total U.S. population. Our mission includes a commitment to providing fair and equal access to justice for all Californians.The incumbent will look across all applications within the organization to ensure interoperability, cost effectiveness, performance, conformance with best practices and conformance with Judicial Branch technical standards. This position works closely with other architects, selected application development analysts, program/project managers, operations staff and customers to ensure business needs are met using a standard set of compatible tools (both hardware and software.) The Judicial Branch Enterprise Data Architect ensures the Judicial Council IT applications are compliant and compatible with Judicial Council IT security and computing infrastructure. The incumbent is a technology resource, providing guidance and mentorship for IT staff. In addition, the Enterprise Data Architect operates in a Program Manager capacity to manage the portfolio of projects, support Judicial Branch Technology initiatives. They are responsible for high-level plans providing guidance to subordinate projects; monitors ongoing work in support of these projects through governance structures and manages the financial aspects of the program.The Judicial Council strives for work life balance and includes substantial vacation and holiday time. Facilitate the establishment and execution of the roadmap and vision for information delivery and management, including the enterprise data warehouse, big data, BI & analytics, content management and data management Lead data architects and data engineers to architect and deliver the solutions that fulfill the Business information needs and align with the information vision and strategy Apply business strategy while driving technology strategy, balancing short term and long term needs to ensure that the architecture can scale and evolve accordingly Engage an end-to-end approach by connecting all the pieces of data to deliver the data while leveraging all available assets Provide advice, guidance, direction, and authorization to carry out major plans and procedures to ensure schedule attainment, product development process adherence, and performance and budget targets are met Take an active role in the performance management process by completing goal setting, interim review, and year-end review on a timely basis and soliciting ongoing feedback Responsible for data architecture, design, transformation, management and support. Provide information technology architectural leadership to ensure interoperability across organizational and computing silos to tie infrastructure and applications together. Provide strategic and visionary project management and subject matter expertise for the largest and/or most complex enterprise systems. Helps communicate technical directions and best practices across the branch. The Enterprise Architect acts as a mentor and master-level subject matter expert for the largest and/or most complex enterprise technology projects. Manages a portfolio of projects supporting judicial branch technology initiatives; negotiates and prepares contracts by considering the financial conditions, resources, and contractual requirements. Creates high-level plans and roadmaps providing guidance to subordinate projects in support judicial branch technology programs; ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments and or agencies. Monitors ongoing work in support of these projects; acts as advisor to program team regarding projects, tasks, and operations. Performs program cost and procurement management functions for judicial branch technology programs. Collaborates with other IT Architects to create high-level plans, standards, and technology roadmaps providing guidance to subordinate projects in support of the telecommunications program; ensures adherence to technical standards, develops solutions to program problems, and directs work of incumbents assigned to program from various departments and or agencies. Attends staff meetings and informal communications (e.g., status reports, email).Qualifications
Minimum QualificationsEducation and Experience Bachelor's degree, and seven (7) years of experience providing technical and/or business process support, analysis, or project management for systems, applications, infrastructure or network. Possession of a bachelor's degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year for year basis.ORFive years as a Senior Business Systems Analyst, Senior Application Development Analyst or Senior Technical Analyst with the Judicial Council of California or five years of experience performing the duties of a class comparable in the level of responsibility to that of a Senior Business Systems Analyst, Senior Application Development Analyst or Senior Technical Analyst in a California Superior Court or California state-level government entity.ORTwo years as an Information Systems Supervisor, or Business Systems Supervisor with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Information Systems Supervisor, or Business Systems Supervisor in a California Superior Court or California state-level government entity.Desirable QualificationsMinimum ten years of progressive information management solutions and end-to-end development life-cycle support and SDLC processes Established experience delivering information management solutions to large numbers of end users Demonstrated understanding of enterprise data warehouse, big data, BI & analytics, content management and data management Experience with two or more vendors in any of the following areas including MS SQL Server, Azure SQL, Snowflake, Oracle 11g, MySQL, SQL Data Warehouse Appliance, Oracle Exadata, Netezza, Greenplum, Vertica, Teradata, Aster Data, SAP HANA, Hadoop, SAS, SPSS, Spotfire, Tableau, Qlikview, R, Oracle Endeca, Oracle OBIEE, SAP Business Objects, SAS and other Analytics Vendors with BI componentsOther Information
