Job Summary

Reporting to the Sr. Director of Individual and Family Plan Sales Management, this Manager will lead a seasoned team of talented Individual and Family Plan Outreach Managers. The focus of the Outreach team is to act as the face of Blue Shield in the community, striving to educate and engage Californians, particularly our underserved communities. The Manager will build and implement a multi-pronged strategy to build positive awareness and membership growth via community events, enrollment partners, engagement and education, non-profit relationships and grow a successful group of targeted regional partners to gain access and trust with the uninsured. The ideal candidate will need to be flexible and creative in the face of a dynamic marketplace, lean in on retention and sales efforts as needed, have polished presentation skills and a high degree of collaboration with Medicare and Medi-Cal lines of business.

Responsibilities


  • Managing and leading the Outreach staff, including hiring, setting performance goals, guiding professional development planning, directing activity, coaching and ongoing support.

  • Develop and track a continuous plan for Blue Shield to build and maintain relationships with In- Person Assistors, Enrollment Entities, Certified Application Assistants, Community Based Organizations, Navigators, Covered CA, Brokers, and other potential partners across the state, including areas outside of the geographic footprint of the team.

  • Oversee budget for community event sponsorships, partnerships, and marketing efforts, ensuring available dollars are maximized for greatest impact and quality events.

  • Ensure there is a process to track activities and results and report out to the leadership team on a regular basis.

  • Lead team engagement in member retention efforts, including webinars, outbound call campaigns, and other focused activities.

  • Redirecting staff to support other activities, on an as needed basis, including Open Enrollment phone support and call campaigns.

  • Actively engage in events involving the community partnering with Accountable Care Organizations (ACOs), Covered California (CA), Medical Groups, and Community Influencers.

  • Closely partner and collaborate with other BSC lines of business to serve the customer and increase Blue Shield of California's overall market share.

  • Lead the development of strategy and tactics to drive new membership by expanding the geographic footprint of the team and implementing partnership and marketing efforts aimed at reaching and educating underserved and uninsured markets.

  • Travel to and attend events/meetings in California (with ability to do so in evenings and weekends).

  • Active member of sales leadership team, influencing direction of Marketing, Product, and Network activities.

  • Assisting in the development of training programs, tools, and resources for partners, leveraging internal department support, as needed.

  • Ensuring Outreach team continually evolves to take advantage of industry changes, using creativity to pivot activity to add value.

  • Create a positive team environment that encourages open communication, fosters acceptance of diversity and diverse opinions, constant learning, and personal growth for each team member.








Knowledge and Experience


  • Typically, requires a college degree or equivalent experience and minimum 7 years prior relevant experience, including 3 years of management experience gained as a team leader, supervisor, or project/program manager.

  • Current, active, State of California, Life & Health Insurance license.

  • High level knowledge of the Individual Family Plans (IFP), Senior and Medi-Cal markets within CA. Prior work experience in each of these lines of business is a plus.

  • Demonstrable ability to develop and execute strategic plans involving targeted efforts to build partnerships to educate/grow membership base.

  • Existing and ongoing engagement in community programs that target underserved markets required.

  • Prior experience building relationships and developing partnerships with key enrollment assistors, enrollment entities, Community Based Organizations, Navigators, Certified Application Assistants, providers, medical groups, brokers, community influencers and other potential partners to build loyalty, educate and grow business.

  • Experience assessing and negotiating involvement in sponsoring community events.

  • Excellent interpersonal, team building, analytical, presentation, written and oral communications skills.

  • Proven experience developing outreach/marketing plans to reach targets from various cultural, linguistic, and socioeconomic backgrounds.

  • Strong organizational skills, strong orientation to deadlines and details with ability to meet competing deadlines.

  • Intermediate skill in MS Office (Outlook, Word, Excel, Power Point, Access, Teams, Edge), comfortable with web conferencing platforms such as Zoom, and management of data and reports.

  • Prior marketing experience is a plus.

  • Existing community relationships is a plus.
