SUMMARY:
Tetra Tech Inc., an industry leader and nationally recognized engineering and consulting firm, is seeking professional, motivated, and intelligent candidates to fill a Mid-Level National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) Specialist for our Federal Planning Team.

YOUR ROLE:


  • Conducting document and data reviews and writing cultural resources sections of NEPA documents including Environmental Assessments (EAs) and Environmental Impact Statements (EISs); conducting NHPA Section 106 and 110 consultations; consulting with Native American Tribes, State Historic Preservation Offiers (SHPOs)/Tribal Historic Preservation Officers (THPOs), agency cultural resources specialists, and the public; supporting the preparation of Section 106 compliance documentation, including agreement documents and avoidance and mitigation plans; and preparing Integrated Cultural Resources Management Plans for DOD installations.

  • Staying well-informed of military programs and opportunities through existing relationships, developing new relationships, and participation in professional organizations.

  • Project management support with strong emphasis on NEPA and NHPA projects.

  • Working cooperatively with other experts in numerous locations across Tetra Tech's broad US geography.

  • Technical report writing.

  • Data review, option evaluation, planning, and recommendation of best results.

  • Other duties may be assigned.

QUALIFICATIONS:


  • In-depth knowledge of NEPA requirements and experience with implementation of NEPA for DOD installations.

  • In-depth knowledge of NHPA and Native American Graves Protection and Repatriation Act (NAGPRA) and experience with implementation of their requirements for DOD installations.

  • Prior experience supporting cultural resources analyses under NEPA and conducting informal and formal consultation under NHPA Section 106.

  • Prior experience working directly with SHPOs and THPOs.

  • Prior experience reviewing, drafting, or implementing Memoranda of Agreement, Programmatic Agreements, avoidance or mitigation plans, and other types of cultural resource documents.

  • Direct experience with Air Force installations and their cultural resources management requirements, programs, and policies.

  • Direct experience with DoD NEPA regulations and projects, preferably Army and Air Force NEPA, is highly desired.

  • Data collection, environmental impact analysis, and report writing.

EDUCATION AND EXPERIENCE:
Bachelor's degree or higher in archaeology, anthropology, environmental science, or other related area and a minimum of 6 years applicable experience. Graduate degree and/or Professional Engineer registration is also preferred, but not required.

SUPERVISORY RESPONSIBILITIES: (if applicable)
None.

PHYSICAL DEMANDS:
The position typically performs work in an office environment. However occasionally travel and onsite work maybe required which could require lifting 25 pounds of documents or equipment, traversing uneven terrain during site visits, or standing long periods of time at public meetings.

WORK ENVIRONMENT:
This work is principally performed in an office environment. That can be work from a home office or in a Tetra Tech office. However, there are occasional requirements to make site visits to client sites. This requires the ability to perform work in an office environment or outdoors while conducting data gathering site visits, participating in on-site meetings, and attending conferences or other training and business development activities off-site.

LANGUAGE/COMMUNICATION SKILLS:
Must be fluent in the English language - writing and speaking, etc.; Report writing requirements, etc.

MATHEMATICAL SKILLS:
Basic math skills are required for managing budgets and providing environmental analyses for documents applicable to NEPA and NHPA.

OTHER SKILLS:
Fluency with computer software including knowledge of primary Microsoft Office applications (i.e., Word, Excel, PowerPoint, MS Project, TEAMS and Outlook).
