Cardno is seeking a Project Manager / Offshore Wind (OSW) Permitting Specialist to join our Eastern Regional Team to help build, direct, and manage our growing renewable energy practice. The location of the position is flexible, and can be based out of the Mid-Atlantic or New England regions. The position will require a candidate to work both independently and with teams of subject matter experts, so successful candidates must have the ability to manage varying priorities and multiple tasks while forging a cohesive delivery team to meet concurrent deadlines on multiple projects. The candidate will provide leadership in developing clients and new business, managing project-related staff performance, and mentoring personnel for overall success of practice team. Successful candidates will have a strong technical background in siting, permitting and evaluating environmental impacts of renewable energy projects. Experience will include permitting, solar, onshore wind, offshore wind, energy storage and transmission. Our ideal candidate will have pre-existing client relationships and a proven track record of winning work within the renewable energy market.
Responsibilities:
Business Development:
Support the development of Cardno's OSW Program in the Eastern US (and beyond).
Participate in client marketing and business development activities which consist of client pre-positioning, technical presentations, proposal writing, conference attendance and client meetings.
Coordinate with operations, account managers and practice leads in project pursuits and the development of new business.
Strategic Thinking:
Identify trends and work with operations, account managers and practice leads to develop a long-term view of the renewable energy industry, market, and client base.
Identify new service areas in response to changes in the market and service area opportunities.
Innovate and enhance Cardno's capabilities, emerging practices, integrated approaches to improve its competitive advantage in the market.
Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices.
Leadership:
Work closely with operations, account managers, and practice leads to deliver safe, profitable, and sustainable projects and services for our clients.
Support marketing and business development within the OSW sector through collaboration and building intercompany relations with other Cardno staff.
Provide leadership for project teams by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones.
Project Management:
Manage and perform multi-media permitting and compliance (SAPs/COPs) associated with renewable energy development projects with an emphasis on Bureau of Ocean Energy Management, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, NOAA/NMFS, Department of Energy, Federal Energy Regulatory Commission, and State Water Resource permitting.
Manage and provide technical assistance on National Environmental Policy Act (NEPA) environmental assessment (EA) and environmental impact statement (EIS) projects and related activities in support of clients' development projects (e.g., onshore wind, offshore wind, solar and other renewable energy projects).
Manage multi-disciplinary teams to complete projects on time and on budget.
Serve as a Project Manager where you will manage technical projects, engage with clients to identify new work opportunities, prepare proposals, and cost estimates, establish, and formulate technical approaches, and direct project teams.
Set and continually manage project and program expectations while delegating and managing deliverable with team members and stakeholders.
Have the ability and experience to support the permitting of complex projects in a dynamic work environment, have strong critical thinking capabilities, and have a flexible approach to problem solving.
Must have demonstrated writing abilities, competency with basic business computer applications (i.e., Microsoft Office), and possess the ability to act independently.
This position requires a team-oriented professional with a strong attention to detail, and a proven commitment to quality management and client satisfaction.
Minimum Requirements:
BS degree in Marine Science/Environmental Science, policy or related field
8+ years of professional experience in environmental consulting / energy market with applied science in the OSW market to include overseeing studies, surveys and permitting in support of BOEM SAP and COP submittals
Prior project experience, task and project management and execution required
Must be located in Mid-Atlantic/Northeast Coast of the United States

Preferred Qualifications:
Masters degree in marine science/environmental science, policy or related field highly preferred
10+ years of relevant experience desired
Understanding of the regulatory and study relationships of OSW construction and operations technology, and associated siting/permitting considerations
Strong written, verbal communication skills as well as leadership of technical teams
Strong technical and regulatory policy background consistent with understanding BOEM (and other federal agency) submittals and state regulatory permits and regulations
