The

Responsibilities include administering an adequate, suitable and effective QMS (Quality Management System) and OQ (Operator Qualification) approach for projects, as supervised by the Regional Quality and OQ Manager. The Quality Specialist performs and/or may supervise the performance of quality acceptance test, quality control (QC) product inspections and quality assurance (QA) process audits. Test, Inspection and audit activities are referred to as "TIA" activities. The Quality Specialist works with the Regional Q & OQ Manager and Project Coordinator to develop, deploy and sustain the project QMS. QMS support includes the conducting of necessary Quality Plan training and QMS orientation, and the facilitation of CAPA-CI (Corrective Action and Preventive Action - Continual Improvement). The Quality Specialist works with the Owner-Operator and OQ Evaluator(s) to ensure complete OQ program conformance.

PMM Initiation Phase - Assists the Proposal/Project Manager to develop the preliminary quality plan and other needed Q & OQ documents

Planning Phase - Works with Project Manager to complete the quality plan, TIA checklists. QMS documents, and other Q & OQ set-up, training, orientation, etc.

Executing and Control Phase - Ensures completion of all Q & OQ requirements, TIA activities, and sustainment of the project QMS approach and OQ program

At Substantial Completion, works closely with the Project Manager and Q & OQ Project Coordinator to close-out all Construction related TIA activities and QMS activities, finalize the quality records for customer turn-in and portal archives, and ensures OQ Evaluator close out requirements are complete

As directed by Regional Q & OQ Manager, facilitates project CAPA-CI activities.

Cooperates and coordinates with corporate/division when transitioning CAPA-CI to CI/Lean applications

May assist Project Manager during engineering, procurement and construction (EPC) work for the EPC contract

Minimum 5 years of relevant experience and/or field knowledge preferred but not limited to: Pipeline installation and maintenance, corrosion maintenance, coating application and maintenance, cathodic protection systems, pressure regulating, location and line marking, excavating and backfilling, welding and atmospheric monitoring, inspection and valve maintenance. Highly proficient in gas operation and station work procedures

Previous OQ knowledge/experience

Must be able to work independently while demonstrating strong leadership qualities and integrity to document control, handling and process criteria.

Ability to organize and administer project QMS approach

Employees in this position will demonstrate knowledge of the OQ Law.

Communication and PC skills are essential, Microsoft Office, Excel, PPT, Access.

Associate or Bachelor's Degree desired

Engineering, Procurement and Construction (EPC) experience and project management skills desired

Minimum of one year of relevant Quality Supervisor field work experience preferred, with work history references who can be contacted during the interview process

Understanding of EPC Quality applications, especially ISO 9001:2008 Quality Management System practical experience on project site preferred.

Expertise in understanding and supervising test, inspection, and audit (TIA) activities, applying CAPA-CI processes and administering the QMS.

Ability to manage/supervise Project Quality Coordinators performing QAQC work on project sites.

Successful interpersonal communication and meeting management skills.

Significant travel will be required.

This position may require the ability to work in an office setting and on active construction sites. This position includes, but is not limited to, significant time standing or walking on uneven ground, possible climbing of ladders or being in high places, working in tight spaces and, in general, is overall physically demanding.
