Job Description & Responsibilities

Persistent Systems is seeking a Senior PMO Analyst to join our growing team. As a Senior PMO Analyst, you will be a critical member of the Persistent Program Team. The position will be based in one of our office locations (New York City headquarters, Ft Collins CO, Pinehurst NC, Norfolk VA), or alternate remote working location in proximity to large US Government presence. The Senior PMO Analyst will develop and support the execution of a Technical Program Management Plan for assigned programs involving Wave Relay® MANET communications for customers ranging from Government, Intelligence Operations, or non-Government. This individual will play a pivotal role in communicating technical challenges to our engineering department as you strive to solve problems. This role plays an integral part in supporting program development as you will have insight into customer challenges and program needs and will work closely across the entire Persistent Systems team including Sales, Contracts, Field Operations, Product Management, Engineering, and Quality.

Position Responsibilities


  • Providing program and technical advice to achieve program goals and objectives

  • Collaborating with technical team to resolve technical issues escalated from customer locations

  • Contributing to program effectiveness by identifying short-term and long-term issues; providing information and commentary pertinent to deliberations; and recommending options and courses of actions

  • Assist in developing long-term customer relationships with program clients through managing and interpreting their requirements

  • Maintaining and developing relationships with partner companies to ensure a cohesive network architecture

  • Providing program plans that include scope, scheduling, cost inclusion, and performance

  • Planning for risks which include developing strategies for dealing with potential risks

  • Leading and supporting responses to RFI / RFP and other similar customer requirements

  • Maintaining expert knowledge of Persistent Systems products to evaluate and maintain program objectives

  • Working closely with Engineering by providing feedback from information gathered during program support activities

  • Communicating Persistent Systems' solutions to varying technical and non-technical clients, including executive ''C'' level management, VP, and Director levels, and end-users


Job Qualifications & Experience

Minimum Qualifications


  • Bachelor's degree - preferred disciplines: Electrical Engineering, Computer Science or another scientific field

  • Experience in a technical program management / PMO environment with technical program management, including oversight of program cost, schedule, and performance for efforts valued at least $1M each

  • Understanding of technical concepts such as wireless, mobile IP, RF propagation with an understanding of hardware and software concepts

  • Understanding of networking concepts such as IP routing and switching and VPN architectures

  • Proficiency in software packages such as Microsoft Office and Microsoft Project

  • Strong interpersonal and communications skills, written and verbal

  • Must be available to travel up to 25% of the time

  • Ability to obtain a Secret US Security Clearance

  • Minimum 10 years of overall professional work experience or a minimum of 8 years of directly relevant professional experience

  • 3 or more years of experience with tactical communication systems and programs for large enterprises such as US Government (preferably US DoD, Intelligence Community, US Federal Agencies etc.) or other large entities, from concept to delivery

  • Excellent verbal and written communication skills

  • Experience developing high-quality written artifacts such as responses to RFI's / RFP's / similar pre award deliverables, and formal client deliverables including contractual reports and other technical / programmatic artifacts


Preferred Qualifications


  • Master's degree - preferred disciplines: Electrical Engineering, Computer Science or other scientific field, or Master's degree in Business Administration

  • PMP certification or similar certification credential (e.g., Level 3 DAU Program Management, etc.)

  • Credential in competitive market intelligence (e.g., DelTek, Shipley, or other similarly recognized source) with at least 2 years of commensurate experience

  • 5 or more years of experience in a PMO with technical program management, including oversight of program cost, schedule, and performance for efforts valued at least $1M each

  • 3 or more years of experience with Defense, Intelligence Community or special operations communication systems

  • Experience with US Army or similar communication programs from concept to delivery

  • Experience with wireless concepts such as MANET, Mesh, Ad-hoc, protocols and web architecture, with an understanding of hardware and software concepts

  • Experience working directly with customers

  • Experience working with customer organizations such as large sized Government entities

  • Experience working with mid-size or larger Commercial organizations

  • Experience with managing programs operating across multiple locations, with increasing responsibility

  • Program transition and contract startup experience

  • DoD Information Operations and Cyber Security experience

  • Experience with industry-standard project management, analytical, and graphics software/tools such as Microsoft Teams / Access / Visio, Adobe In Design

  • Experience with Opportunity Analysis tools such as DelTek GovWin, etc.

  • Must possess an active Secret US Security Clearance

  • Experience with developing and delivering communications for tactical, infrastructure, or platform integrated solutions (unmanned and manned platforms)
