Job Description:

Moffatt & Nichol is actively seeking an experienced Environmental Scientist to join our Raleigh, Wilmington, or Charlotte, NC office. The ideal candidate specializes in threatened and endangered species surveys, wetland science, habitat and ecosystem restoration, and regulatory permitting. The successful hire will be part of a multidisciplinary team of natural resource specialists who support infrastructure projects across the southeast region and nationwide, developing biological surveys, natural resources reports, wetland and stream assessments, essential fish habitat assessments, regulatory permitting, and other supporting technical analyses.

Duties and responsibilities:


  • Lead, support, and coordinate:

    • Regulatory agency permitting efforts, such as North Carolina, U.S. Army Corps of Engineers, Coast Guard, CAMA, FERC, TVA or FEMA

    • Permitting efforts for Department of Transportation projects, which may include FHWA, FRA, and MARAD

    • Environmental studies, data collection, technical documentation, biological surveys, impact analyses, and impact summaries to develop various permit documents and recommend courses of action to decision makers

    • Formal jurisdictional delineation reports and mitigation and monitoring plans

    • Regulatory feasibility assessments and technical analyses

    • Biological Assessment and Natural Resources Technical Reports

    • Functional wetland and stream assessments for mitigation / restoration plans

    • Proposal efforts to include developing fee and cost estimates



  • Perform QA/QC reviews for environmental tasks and project documents

  • Attend client meetings as necessary

Qualifications:


  • Bachelor of Science required emphasis in Environmental Science/Ecology, Coastal/Marine Science, Coastal Zone Management, or similar natural or environmental science required;Master's degree desired

  • 6-10 years of experience in a variety of environmental permitting

  • Minimum 3-5 years of experience leading small environmental or permitting projects or tasks associated with a larger project

  • 3+ years of project management experience, including managing project budgets and schedules

  • Departments of Transportation project permitting experience; NCDOT preferred

  • Certified Professional Wetland Scientist, Certified Environmental Planner, or Certified Soil Scientist preferred

  • Willing and able to travel overnight for field assignments

  • Client service/client management experience preferred

  • Knowledge of AutoCAD is desired

  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Working conditions:

The work requires field work associated with the review of natural resources, flora and fauna, and biological communities. Travel is primarily in-state, although some regional and overnight travel will be required.

Physical requirements:

Work will be both office and field related. Field work will require light lifting of some GPS field gear and movement through various types of terrain. Will require some light watercraft usage.
