We are accepting applications for a part-time permanent (1800 hours/fiscal year) Sourcing Analyst within the Division of Parks & Watercraft, headquartered in Vinton county. Official Position Description:

Directs & coordinates strategic sourcing practices for the Division of Parks & Watercraft Southeast & East Districts (e.g. monitors compliance with all requisite purchasing programs including Minority Business Enterprise (MBE), Encouraging Diversity, Growth & Equity (EDGE), Ohio Penal Industries (OPI), Community Rehabilitation Programs (CRP), State Printing, Office of Information Technology (OIT) Enterprise Services, Opportunities for Ohioans with Disabilities (OOD), DMH Office of Support Services, mandatory use contracts & Preference Programs; provides training, guidance & direction regarding purchasing policy & procedure to district staff); creates & reviews requisitions, monitoring for accuracy, making corrections & ensuring adherence to purchasing policy & procedures; works with requestors to complete purchase request documents, to establish specifications & timelines for proposed purchases, to prepare controlling board waiver requests, Request to Purchase (RTP), developing specifications for the invitation to bid (ITB) on the Department of Administrative Services (DAS) Procurement Portal, & invitation to bid (ITB) on bid portal; works with requestor to review & evaluate quotes & proposals to determine whether they meet specifications; coordinates with district staff regarding vendor performance, bulk purchasing, waivers from requisite procurement programs, mandatory use state contracts, agency specific contracts & one-time bids & cost per copy; processes & monitors legal documents in accordance with the written contracts policy for services; coordinates, plans & monitors districts MBE &  EDGE program plans; monitors vendor thresholds & open purchase orders; monitors DAS contract announcements, amendments & updates; prepares statistical reports & financial statements for distribution; coordinates with central office & other district staff on statewide bulk purchases;  works with Agency Procurement Officer & DAS to develop agency specific contracts.

Assists (serves as backup) with financial duties as needed: prepares, compiles & verifies statistical, financial, accounting or auditing data, reports & tables related to accounts payable & accounts receivable: enters transaction (e.g., vouchers, requisitions, ISTV’s) submits for approval; codes documents according to agency procedures; enters payment card transaction ; provides assistance to staff on various fiscal tasks including supplier information, purchasing, accounts payable & payment cards;  assists auditors & implements corrective action plans for district; coordinates district office accounts payable; develops & routes purchasing contracts &/or service addendums for review and signature. 

Performs other clerical duties (e.g., creates & maintains files, opens, sorts & distributes incoming mail, prepares materials for outgoing mail, drafts correspondence, researches responses to inquiries, orders & stocks office supplies, manages district office records & files (prepares record retention & disposal schedules, creates & verifies information); payroll activities (e.g., reviews payroll entry for completeness & accuracy, reconciles OAKS payroll data with Activity Tracker, maintains & manages payroll records.); operates park radio; may drive state vehicle from area to area, district, & state to perform job duties (e.g., run errands, pick-up supplies, attend meetings, training, & conferences).

May require travel; may be required to work long or unusual hours during peak operational periods.

 

Completion of associate core program in public or business administration, purchasing/procurement, materials management, contracting, acquisition management, logistics, strategic procurement, purchasing management, supply chain management or other sourcing related field. -Or 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing. -Or 6 mos. exp. as Sourcing Associate, 64511. -Or equivalent of Minimum Class Qualifications for Employment noted above
