Overview

Established as a private, not-for-profit organization in 1961, LMI is a trusted third party to federal civilian and defense agencies, free of commercial and political bias.We are seeking a consultant to work on-site at the Pentagon supporting the Army G-4's Future Plans Division. The analyst will be responsible for representing Combat Service Support (CSS) equities under the Total Army Analysis (TAA) process. The analyst must possess a general understanding of Army logistics force structure and awareness of the TAA process. The analyst will be responsible for the annual review and updates to the Army's logistics planning factors and assistance in developing input for the Army Structure (ARSTRUC) document. The position requires a DoD Secret clearance.

Responsibilities

Responsibilities:

    Provide technical presentations depicting metrics and analysis involving the development and impacts of factors and assumptions for all classes of supplies (Class I through IX, ice and water) for logistics units in the TAA process.
  • Maintain a database, (using either excel, access or other appropriate media) of planning data and assumptions used in the TAA process that can serve as a consolidated source and final reference for future TAA development.

  • Assist in preparing attendees for participation in TAA forums monthly and/or as required by preparing read ahead packages, preparing agendas and minutes and preparing executive summaries of meeting results.

  • Analyze Rules of Allocation for accuracy and appropriateness for the current TAA cycle and provide annual recommendations and alternatives as appropriate.

  • Review quantitative analysis data developed by the Center for Army Analysis (CAA) and provide results of analysis, input to determine the required sustainment force structure.

  • Provide analytic support and validation of results to the Equipment Usage Profiles (EUP) working groups and recurring conferences.

  • Assist in the development of the Logistics Concept of Support and/or Sustainment Framework in support of Center for Army Analysis (CAA) Modeling.

  • Assist in the development of Supply and Distribution Flows used for Center for Army Analysis (CAA) Modeling.

  • Annually, develop recommended changes to AR 700-8, Logistics Planning Factors and Data Management, based on process improvements, changes to Army policy and stakeholder input.

  • Provide analysis and staffing to support recurring updates to AR 700-8.

  • Prepare Executive Summaries (EXSUMs), Information Papers, and reports as required in order to update and inform HQDA G-4 Leadership.

Qualifications

MINIMUM QUALIFICATIONS


  • Candidate must have an advanced degree with 6 years of experience, a bachelor's degree with 8 years of experience, or no degree with 12 years of experience as a logistics analyst or in a related field.

  • Possess strong written, oral, and interpersonal skills. Ability to work autonomously and high standards for personal performance. Strong organizational skills, detail oriented, and adaptable to flexible work styles, environments, and locations.

  • Ability to coordinate and build consensus among a wide cross-section of stakeholders. Comfortable briefing General Officers and Senior Executives.

  • Strong quantitative skills, including the ability to use spreadsheet, database, and related software.

  • Position requires a high level of proficiency with Microsoft Office suite of tools (specifically, but not limited to, Excel, Access, Word and PowerPoint).

  • Available for occasional travel to Fort Lee, as required.

  • Position requires an active DoD Secret clearance.

DESIRED SKILLS


  • Prior experience working on the Army Staff, Combined Arms Support Command (CASCOM), or ACOM-level of support desired.

  • Working knowledge of Army force management and design.

  • Previous experience with TAA process, Rules of Allocation, Force Design Updates, Tables of Distribution and Allowances, Tables of Organization and Equipment, Logistics Planning Factors and assumptions for the sustainment force structure desired.
