Fermi Research Alliance's (FRA) Finance Section seeks an experiencedSenior Procurement Officerto lead high level procurement efforts. Working under the direction of the Chief Financial Officer, ensures the Fermi Research Alliance (FRA) Procurement System is compliant with the Department of Energy (DOE) Prime Contract and supports the mission of large international projects such as the Deep Underground Neutrino Experiment (DUNE) supported by the Long-Baseline Neutrino Facility (LBNF). Provides leadership and subject matter expertise for all aspects of the Lab's procurement activities in a manner that garners the confidence of DOE and other key constituents.Coordinates compliance self-assessments, subcontract file reviews, audits, and compliance training activities. In the absence of the Compliance Officer, responsible for communication with DOE on LBNF-DUNE procurement matters.
You Will:
Develop, implement lab strategies for acquisition planning and execution policies, procedures and processes. Implement a system-based approach with a vision for future lab needs and requirements while maintaining compliance with the prime contract and acquisition regulations.
Identify strengths and weaknesses and implement best practices to assist in meeting Laboratory objectives in acquisition planning, and execution resulting in high quality and compliant procurement packages. Systematically examine processes to support continuous improvement. Assess staff skills and performance to allow for proper alignment with future needs.
Communicate the Laboratory mission; specific project acquisition objectives, manage their implementation through processes that guide the long term and day-to-day operation of Fermilab Procurement.
Communicate essential information between Laboratory leadership, Project managers, and Procurement staff in a timely and effective manner.
Interface with Senior Laboratory Management, Project Managers, and DOE personnel to understand/resolve procurement issues and ensure requirements are met.
Develop and execute appropriate training for customers, vendors, and procurement personnel.
Strengthen compliance through adherence to policies, processes, and procedures and measure results. Interact with DOE to understand expectations and meet all contractual requirements.
Perform department self-assessments and develop metrics to measure performance; perform continuous process improvement initiatives
Participate in, and take a leadership role for the DOE contractor complex-wide Procurement Evaluation and Reengineering Team (PERT) contractor procurement system reviews; serve and collaborate with peers in DOE and the Contractor Procurement Managers community, as a member of the complex-wide Contractor Supply Chain Council (CSCC).
Responsible personnel actions including staff development, hiring, training, promotions, reassignments, performance reviews and disciplinary actions.
We Are Looking For:
Bachelor's degree in business, economics, finance, supply chain, or related field and 10+ years of practical procurement experience. Masters Degree preferred
Minimum of 7 years of Government Contractor compliance, purchasing, subcontracting, auditing & legal experience required.
Extensive knowledge of Federal Acquisition Regulation (FAR) is imperative.
Proven record of leading a diverse team with a minimum of 5 years management experience.
Must have proficiency in MS Office Suite (primarily in MS Excel, MS Word, MS Powerpoint).
Desired But Not Required: Professional certification, such as Certified Professional in Supply Management (CPSM), Certified Procurement Manager (CPM), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), certificates regarding federal government contracting
Applicable Knowledge, Skills and Abilities:
Knowledge in Acquisition planning and process improvement, senior level management experience and effective communication skills. Understanding of procurement in a Federal Acquisition Regulations (FAR) based environment. Senior level management experience and effective communication skills.
