Job Summary


The Chief Engineer is responsible for the development, implementation, training and oversight of our engineering design standards across the Company for their respective discipline. The Chief Engineer is the owner of standard specifications, work processes and procedures, industry standard code library and drawing libraries. The Chief Engineer is responsible for making sure project teams are executing the deliverables in a manner consistent with our standards. Recognizing each industry and client requires an adaptable approach, this position is required to exercise judgment in conjunction with managers and operations as to the correct standard to apply. This position is also responsible for working with Department Mangers so that new engineers are trained and mentored. This position is based out of Pittsburgh, PA or Columbus, OH.



Essential Functions

  • Responsible for engineering resources supporting the electrical, instrumentation and control system requirements for all business sectors where the Company provides engineered solutions and construction.



  • Establishes and maintains discipline strategy, mission, and goals. Guides discipline leaders and staff to these goals, and clarifies, communicates, and endorses organizational strategy and goals to all departmental employees.

  • Maintains a positive work atmosphere by acting and communicating in a manner that inspires and engages clients, co-workers, and management.



  • Leads succession and employee development efforts to assure longer term demands of the Company for their discipline are met. Mentors engineers within the departments.

  • Supervises Lead engineers over subspecialties. Assures cross training to allow resource sharing across specialties.

  • Provides technical oversight on projects executed across the department. Serves as either the lead technical expert in electrical/instrument/controls design or the managerial lead with strong electrical/instrument/controls technical capability to lead and review work of the technical subspecialty leads and experts within the discipline.

  • Periodically reviews projects of significance for adherence to the Company's work process and design standards.

  • Assures compliance with Company Quality Management System.

  • Works with engineering and construction resources to identify all relevant requirements and to align work product outputs with input requirements.

  • Interacts with other Chief engineers to assure all disciplines are well coordinated to provide engineering work product that is consistent and compatible with the larger engineering package.

  • Identifies and assigns the resources to engineering projects.

  • Reviews deliverables on projects with technically challenging design tasks.

  • Participates in and supports company-wide initiatives.

  • Supports company-wide Business Development efforts as needed.

  • Assesses manpower needs versus skill sets and makes recruiting recommendations in collaboration with Engineering Managers and Supervisors.

  • Routinely reviews and speaks to project performance metrics for the discipline.

  • Establishes standard design and analysis tools and methods to provide repeatable and efficient designs.

  • Supports code committee work on API, ASME and other industry standard committees.

  • Owns, develops, implements, and trains company-wide engineering work instructions, processes, templates, and standards for their respective discipline.

  • Performs other related duties, as directed.




Qualifications



  • BS or MS degree in Electrical Engineering.

  • Professional Engineer (PE) required (active PE license with the ability to be licensed in multiple states).



  • Project Management Professional (PMP) certification preferred.



  • 12+ years of related engineering experience, including 3+ years of previous supervisory or managerial experience with accountability for profitable, timely, and high-quality performance of others.



  • Superior written, verbal, and organizational skills.



  • Strong understanding of ISA, IEEE, NETA, NFPA, ANSI, NEMA and UL as related to our industries and disciplines. Adept at interpreting and communicating requirements of the NEC.

  • Demonstrable success in energy, heavy industry, and materials handling, with substantial project experience with LNG, liquid terminals, energy facilities, materials handling.

  • Demonstrated experience in the development and implementation and maintenance of standards for a team.

  • Demonstrated experience in the EPC delivery of:


    • industrial power systems with voltage levels from 120VAC to 115kV and arranging for utility service; hands-on experience with power systems modeling and analysis using EZ Power, SKM, ETAP or hand calculations is preferred.

    • process instrumentation and valves for industrial and energy facilities; hands-on experience with loop checks is preferred.

    • control system infrastructure, hardware, functional specs, and software for industrial and energy facilities; hands-on experience programming and performing control system startup is preferred.


  • General experience highly desired in the following areas:


    • performing standalone engineering-only contracts as a consulting engineer

    • managing integrated teams comprising internal direct and external contract, subcontract, and partner staff

    • performing estimating of engineering labor for engineering-only contracts and for major EPC projects

    • estimating equipment, materials, and construction costs for industrial electrical and control system portions of major CAPEX and OPEX projects

    • database-driven Integrated Engineering and Design platforms


  • Conversant on the phases of the engineering lifecycle from feasibility through turnover, and on all engineering and design work products for the discipline.

  • Understanding of work packaging and advanced work packaging for construction.

  • Understanding of Systems Engineering practices including requirements and configuration management.

  • Occasional overtime may be required.
