Buckeye Partners is currently seeking an Engineer, Vapor Program to join our team!





Role Summary:



Ensure the enhanced efficiency and effectiveness of Buckeye's Vapor Program through continuous improvement of methods, procedures, and equipment. Develop and implement at strategic plan for the operations and maintenance of all vapor control systems, while coordinating with Engineering and Compliance Services and Field Operations





Essential Duties & Responsibilities include:





  • Preventative Maintenance. Manage vapor control equipment preventive maintenance (PM) program throughout the company. Review results of PM reports and work with Field Operations to plan and implement required maintenance work to improve operating efficiency.




  • Field Operations Support. Provide direction to Field Operations in troubleshooting vapor control equipment problems and recommend cost effective solutions in order to maintain Terminal and Station operations.




  • Fleet Management. Manage scheduling, utilization and maintenance of Buckeye's portable vapor control equipment fleet to ensure efficient utilization of the units, as well as limits downtime at field locations.




  • Budget. Develop and manage the annual vapor control maintenance capital (MCAP) budget and work with local and/or corporate project managers to execute the approved projects. Communicate progress during monthly MCAP meetings.




  • Metrics. Track and interpret vapor program key performance indicators (KPIs) and institute changes to the vapor program as needed. Develop quarterly report to communicate KPI results and Vapor Program initiatives.




  • Tracking. Maintain and enhance central SharePoint site to store and manage vapor program information including equipment database, PM inspection and maintenance records, carbon sample analytical, and policies/procedures/checklists. Develop plan to increase the use of the SharePoint site by field personnel.




  • Project Support. Manage the development of specification, design, and implementation schedule for vapor control related projects throughout the company.




  • Program Support. Support the Air Compliance team for vapor control related compliance and air permitting issues.




  • Testing Execution. Partner with Air Compliance team and Field Operations to execute company stack test program.




  • And other duties as assigned.







Position Requirements:





  • Education: Bachelor's Degree required, preferably in engineering discipline.




  • Experience: 2+ years related experience required.




  • Must experience managing vapor control systems, emission control equipment, emissions monitoring equipment, and compliance stack testing requirements.




  • Understanding of federal and state regulatory requirements for vapor control devices.




  • Ability to manage multiple contractors.




  • Experience developing and managing capital improvement and maintenance expense budgets for a national vapor control program.




  • Proficiency using Microsoft Office Suite is required.




  • Proficiency in database design and management is required.




  • Travel: Up to 50%







Certificates & Licenses:





  • Engineering certifications helpful.

Physical & Safety Requirements:





  • This position consists of office work and field travel. Work outside normal office business hours is required from time to time.




  • The employee may be exposed to a hazardous working environment at field locations and must be able to enter and climb above-grade storage tanks, traverse pipeline right-of-way and terminal piping structures, access stack test locations 40 to 50 feet above grade, and climb in and out of pipeline excavations. Must be able to work in adverse weather conditions.
