Naval Nuclear Laboratory is seeking a highly motivated professional to join its Information Technology (IT) team. The IT Department is looking for a Project Analyst who can lead multiple small teams and software development projects associated with enterprise IT initiatives supporting the Naval Nuclear Propulsion Program (NNPP). The successful candidate will work in a technically diverse and dynamic environment with a team of professionals responsible for all aspects of software development supporting the business.

Some of the duties of this position include, but are not limited to:


  • Interface with both enterprise IT and business IT support groups to effectively and efficiently communicate and document user needs.

  • Establish project scope, schedules, work breakdown structure, planning assumptions, and evaluate requests for scope, budget, or schedule changes.

  • Establish and manage components of Program Management Plans (e.g., risk plan, communications plan, test plan, etc.)

  • Establish and review project performance metrics and take appropriate actions to correct deviations.

  • Report and provide solutions for project issues affecting work evolution's.

  • Responsible for the development of periodic project assessments and communicating status with stakeholders and customers (IT Senior Management, Lines of Business, and the Government).

  • Develop resource assumptions and work with IT management to ensure resources are allocated to meet project deliverables.

  • Support and integrate the work of the project team members and partner with functional owners to ensure priorities are establish and work is performed to meet project deliverables.







Required Skills



Intermediate:


  • Bachelor's degree from an accredited college or university and a minimum of two years relevant experience; or

  • Master's degree in a related field from an accredited college or university and a minimum of one year relevant experience

Advanced:


  • Bachelor's degree from an accredited college or university and a minimum of four years relevant experience; or

  • Master's degree in a related field from an accredited college or university and a minimum of two years relevant experience







Preferred Skills




  • Experience supporting IT business groups

  • Excellent written and oral communication skills

  • Strong interpersonal skills

  • Ability to multitask

  • Experience with Microsoft Project, Excel, and PowerPoint

  • Desire to learn, expand personal skill sets, and a continuous improvement mindset

  • Self-starter, ability to see work through from start to finish

  • Understanding of Software Development Lifecycle (including Agile, Scrum, and Waterfall methodologies)

  • Certified ScrumMaster (CSM) and/or Agile Certified Practitioner (PMI-ACP)
