Major duties and responsibilities:

Under administrative direction, plans, directs, and oversees statewide guidance to counties and/or providers to ensure compliance with state and federal laws, rules, and regulations: oversees assessment of county needs, planning to meet needs, delivery of development plans, and evaluation of improvement efforts through the Ohio Child Welfare Training Program (OCWTP); coordinates the development of procedures and program guidelines for review of Public Children Service Agencies (PCSAs) in Ohio; analyzes and interprets federal and state laws (pending and statute) and regulations to ensure program, county, and state compliance with federal and state laws and rules; formulates and directs the implementation of program policies, procedures, goals, and objectives to assist Ohio's public and private child services agencies and the Ohio Department of Job and Family Services (ODJFS) field offices; oversees the provision of technical assistance, coordination of training, coaching, and development activities provided to local county and private agency staff, supervisors, administrators, and other staff; designs and reviews statewide implementation and operational strategies to improve child welfare monitoring; analyzes fiscal impact and makes budgetary recommendations regarding county and statewide child welfare monitoring; communicates with public and private agencies and other governmental agencies to address child welfare monitoring performance and practice; manages the preparation and maintenance of reports, position papers, and program documents and correspondence written to evaluate program operations; prepares comprehensive written reports summarizing findings and recommendations; represents Bureau at statewide conferences, meetings, briefings, and trainings; writes position papers and drafts speeches as required and requested; responds verbally and in writing to inquiries from government officials and public and private agencies as required.

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

Performs other related duties as assigned (e.g., operates personal computer to produce correspondence, reports, and other documents; participates in and/or conducts staff meetings; travels to attend meetings and trainings; maintain logs, records, and files).

The ideal candidate must have:

Completion of:


  • undergraduate core program in social or behavioral science or pre-medicine;

  • AND 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;

  • AND 6 mos. exp. in management;

  • AND 12 mos. exp. in supervisory principles/techniques.


OR


  • completion of graduate core program in social or behavioral science or medicine-related field;

  • AND 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;

  • AND 6 mos. exp. in management; 12 mos. exp. in supervisory principles/techniques.


-Or equivalent of Minimum Class Qualifications for Employment noted above.
