Position Summary:

The Program and Financial Analyst (Intermediate) provides program and financial management support services to the U.S. Coast Guard Headquarters Acquisitions Program Executive Officer (PEO), Assistant PEO for Surface Acquisitions staff. The SME serving in this position must have sustained, demonstrated expertise in analyzing and managing budget and financial processes used in Coast Guard or DOD major systems acquisitions processes and applicable Federal Acquisition Regulations (FAR), OMB Circular and other relevant federal regulatory requirements. This (funded) position will support Coast Guard Service Life Extension Program (SLEP) and Major Midlife Availability (MMA) processes used to recapitalize multiple classes of Coast Guard cutters approaching the middle of their designed service lives.

The individual selected for this position must have strong initiative, financial analysis and program management skills, judgment, written/verbal communications abilities, responsiveness, and the ability to work effectively supporting cross-functional teams

Duties/Responsibilities:

The Analyst selected for this position shall provide on-site program management support in accordance with the guidance, practices and policies set forth in the U.S. Coast Guard Major System Acquisition Manual (MSAM). To perform these duties the Program and Financial Analyst (SME) may be called upon to:


  1. Research and draft responses for open obligation validations, INVEST updates, population and refinement of out-year budgets.

  2. Support the development and updating of Capital Investment Plan (CIP) updates, spend plans, reconciling spend plans with APMS reports, and researching, drafting, and updating travel budget/travel ceilings.

  3. Review, analyze and develop cost analysis, assist with developing metrics and editing of various acquisition MSAM and required DHS Directive 102-01-001 program documentation including Acquisition Strategies, Acquisition Plans, APBs, LCCEs, Logistics Plans, Configuration Management Plans, System Engineering Plans and other program documentation as required.

  4. Assist with generating financial reports, presentations, and position and issue papers/briefs.

  5. Support all financial meetings by establishing agendas, provide and update execution and obligation tracking documents, and provide the program leads with the associated financial correspondence and recommendations related to program funding.

  6. Support the monitoring of project level and task level financial data. Help create and track metrics to establish a continuous monitoring method and associated report for shipbuilder cost, schedule, and performance.

  7. Assist with developing quantitative assessments and reports as required.

  8. Assist with conductingstatisticalanalysesandprovidetechnicalreportingofallincoming financial related data including, but not limitedto:

    1. Shipyard Trace Reports, Element of Cost (EOC) Reports and Cost Account Plans (detailed labor and material cost and labor hour's data).

    2. Earned Value (EV) data

    3. Acquisition Performance Management System EV Data

    4. Cost Performance Reports

    5. Production Contract Invoice Data

    6. Trend analysis and forecast assessments of Cost Performance Index, Schedule Performance Index and Budget at Completion DATE



Minimum Qualifications:

  • Bachelor of Science (BS) Degree in Business, Finance, or Math with five (5) years of financial management and/or project management experience. Three years' experience may be substituted for BS degree in Business, Finance, or Math.

Preferred Qualifications/Certifications:

  • FAC-PM1/CAPM (or equivalent) experience with financial management, risk management, Earned Value Management (EVM) and project management support for major or non-major surface acquisition or sustainment programs is preferred

Education Requirements:

  • Bachelor of Science (BS) Degree in Business, Finance, or Math. Three years' experience may be substituted for BS degree in Business, Finance, or Math.

Software Required:

  • Proficiency with Microsoft Excel, Access, and Pivot Tables is required.

Software Desired:

  • Proficiency in INVEST (formally Exhibit 300), Excel, Access, Aceit, and Pivot tables
