Job Description
WANTED: An experienced Scientific and Technical Intelligence Liaison Officer (STILO) to support the intelligence needs of the Navy's research and acquisition community, including the Office of Naval Research, systems commands, program executive offices, warfare centers, laboratories, and RDT&E activities.
As the STILO you will:
Act as the primary command POC for Foreign Military Intelligence Collection Activities and the sole authority for tasking the intelligence community for intelligence and threat support.

A week in the life of a STILO:
Provide the Commanding Officer with authoritative intelligence that impacts the command mission. Remains cognizant of command planned and ongoing programs and projects ensuring appropriate intelligence support.
Manage Sensitive Compartmentalized Information (SCI) and similar special intelligence programs.
Maintain intelligence requirements pertaining to activity acquisition and RDT&E and information development projects.
Review proposed technical approaches and coordinates submission of requests for explosive ordnance disposal threat support, intelligence production and statements of intelligence interest.
Provide specific threat analysis, assessments and evaluations in support of the EOD JCIDS and CBVM processes.
Coordinate activity requirements for special intelligence clearances; maintain liaison with the STILOs of other activities; coordinate involvement in foreign material acquisition and exploitation.
Serve as the activity's primary POC for the development and staffing of PIRs, COLESIUM requests, developing and staffing of the GIRH and providing customer feedback to the intelligence community

Job Requirements
Current DoD issued TS with SCI eligibility
Knowledge of EOD terminology, organization and management practices in order to understand and meet customer requirements&
Ability to communicate in writing and give oral presentations in order to prepare unambiguous, comprehensive, accurate, timely and relevant reports keeping the command and EOD community apprised of progress and developments in science, technology, and threat profiles identified in the Intelligence Community (IC).
Knowledge of policies, processes, procedures and regulations governing the exploitation of ordnance, improvised explosive devices and weapons of mass destruction [components and systems] to ensure that applicable requirements are identified, documented and met.
Ability to negotiate with and influence others including management officials to accept unpopular decisions and recommendations
Knowledge of sophisticated information and knowledge management systems in order to complete complex assignments and facilitate knowledge sharing and collaboration.
Comprehensive knowledge of the requirements and responsibilities of OPNAVINST 3880.6A, Scientific and Technical Intelligence Liaison Officer (STILO) Program and Intelligence Support for the Naval Research, Development, Test & Evaluation, and Acquisition Communities
Ability to establish and maintain productive relationships with the IC, including other federal agencies and other governments, e.g., CIA, FBI, DoS, DHS and NATO.
Ability to manage and successfully execute programs involving the generation, sharing and dissemination of EOD technical intelligence relative to ordnance technology and related threat areas with the IC, other government agencies and as well as our foreign allies.
Ability to analyze and collate EOD-related technical information derived from a multitude of sources, including intelligence analysis, foreign material acquisition/exploitation, commercial industry and academia
