Senior Proposal Manager

Location

Any CONUS location, National Capital Region Preferred; 100% remote work

Roles & Responsibilities

LinTech Global is seeking a Senior Proposal Manager whom is responsible for full life cycle of proposal development to the federal agencies. He/she will be the primary proposal resource to work with business development team, program managers and executive team to ensure high quality of proposal submission with a reasonable high PWin. The day-to-day tasks include:


  • Read, review, and understand Government RFIs and RFPs to make bid/no bid decision

  • Lead proposal kickoff, go/no go decision, and color team review meetings.

  • Develop solutions for staffing and technical approach by analyzing SOW/PWS requirements and incorporating IT best practices using our company's collective knowledge, expertise, and capabilities to set us apart from our competition.

  • Review and edit proposals and manage quality process for responsiveness to RFP/RFQ, thoroughness, accuracy, quality, consistent writing style, and effective layout and design.

  • Write highly technical IT approach content and if required, query subject matter experts to confirm technical accuracy of creative solutions

  • Develop and write compliant and compelling proposal responses to federal RFIs, RFPs

  • Develop compelling past performance citations that showcase the skills and experiences we have gained from our successful contracts and how they relate to the RFP to which you are responding

  • Work with business development team to develop marketing collateral (white papers, case studies, or other short sales documents)

  • Ensure the promotion of customer focus in proposals

  • Edit and proofread proposal sections for technical accuracy, style and consistency

  • Collaborate with Executive Team to write win strategy, themes, discriminators, and value propositions

  • Work directly with prime contractors and subcontractors in preparation and submittal of proposals.

  • Work with the program manager and executive team for contract mod request including technical and pricing volumes

  • Assist program managers on initial contract deliverables as needed

  • Conceptualize, design, and develop intuitive graphics

  • Participate in opportunity kick-off meetings, team reviews, and resume reviews

  • Participate in proposal reviews and provide meaningful feedback

  • Oversee the proposal team, coordinating efforts and ensuring all timelines are met.

  • Working with executive team to create and/or review pricing targets, calculations, and contract pricing submissions.

  • Independently define, schedule, and manage the proposal preparation processes on multiple projects simultaneously.

  • Create proposal teaming partnerships, review teaming agreements and contracts, propose and verify pricing, and manage large cross-company and geographically disbursed proposal teams.

  • Create staffing plans and organizational charts.

  • Recruit, review resumes, interview, hire and/or make personnel recommendations for resume inclusion in proposals.

  • Work with Contracting Officers to provide customer-focused task order proposals.

Qualifications/Knowledge/Skills/Experience


  • Bachelor's Degree, Master's degree preferred

  • Minimum 8 years in federal agency proposal development in the areas of IT Infrastructure Support, Cyber Security or Software Development for DoD or/and Civilian agencies

  • At least 3 years of working experience in some of the GWAC vehicles including STARS 2, ITES, CIOSP3, GSA Schedule 70, Seaport-e.

  • IT Proposal development experiences in systems architecture, help desk processes, network infrastructure, agile development and DevOps, along with performance tuning, common IT administration tools, preventative maintenance and IA/cybersecurity procedures

  • Good understanding of ITIL ITSM, ISO and CMMI processes

  • Eight (8) years of daily proficient with Microsoft Office (Word, Excel, & PowerPoint required; Project & Visio a plus)

  • Must speak, read and write English fluently and clearly

  • Shipley Proposal Training a plus

  • Minimum 5 years of experience in managing proposal full lifecycle
