Idaho National Laboratory's (INL) Acquisition Management group is seeking forward-thinking, professionals interested in exploring a technical career as a Contract Specialist.

In accordance with applicable directives, federal regulations (eg. Federal Acquisition Regulations, Department of Energy Acquisition Regulations, DOE Policy Flash, etc.), guidance and approved purchasing system policies, assist in early acquisition planning, acquisition strategy, development of sources, solicit proposals, evaluate proposals, negotiate, award, expedite, and implement changes/modifications via appropriate contracting vehicles to acquire goods and services required for the INL to accomplish its mission. Upon completion, execute all acquisition related closeout activities and required follow-up.

Responsibilities Include:

  • Determine reasonableness of vendor proposed pricing through the use of recognized analytical techniques (eg. Price Analysis, Cost Analysis, etc.) by the examination of the proposed elements of cost/price.

  • Maintain precise documentation to justify decisions, conclusions, findings or recommendations.

  • Acquire and maintain a working knowledge of relevant laws, regulations, policies, standards and procedures. Interpret this set of guidance and directives to specific issues or challenges.

  • Provide acquisition support for the issuance of subcontracts and purchase orders of increasing complexity generally valued at< $650,000.00. More complex transactions will be assigned and will be accomplished with oversight and mentoring from senior staff or Acquisition Management leadership.

  • Collaborate with others and/or work within acquisition and cross-functional teams to address challenges, institute improvements and achieve the goals /objectives of the laboratory.

  • Use computer systems or applications to access, create, edit, print, send, retrieve, or manipulate analytical data, files, or other information.

  • Use established Integrated Safety Management Systems principles to insure work is conducted safely.

Minimum Requirements:

  • Level 3 - Bachelor's plus 5 years, or Advanced Degree plus 3 years.

  • Level 4 - Bachelor's and 8 years, or Advanced Degree and 6 years. Advanced Degree is desired.

  • Must be able to work effectively with automated data processing systems, to communicate accurately with customers and subcontractors, and to accommodate multiple tasks concurrently.
