Position Description:
Kalman & Company, Inc. is seeking anOperations Support Analyst for an opportunity in support of theJoint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense Headquarters (JPEO-CBRND HQ) in Edgewood, MD.


Specific Duties:


  • Provide support to the JPEO-HQ Chief of Operations with assisting in management, synchronization and tracking of multiple complex, and cross-functional actions.

  • Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.

  • Assist with the management of actions within the Staff Action Status Information (SASI) and Document Staffing System (DSS).

  • Serve as the single point of contact for managing all staff actions submitted by the line and staff. be responsible for logging in all actions, ensuring completeness, building staff packages, and tracking them through completion, to include actions submitted to higher headquarters (ASA/ALT, OSD, DASD, etc.).

  • Serve as the single point of contact for all external and internal taskers. log in each tasker, conduct analysis of the requirement, and distribute action assignments to the line and staff as appropriate. Also track the status of all taskers, review and consolidate responses from the line and staff, provide consolidated responses to Government leadership for review and approval, and either input the final response into the SASI System or submit it to other external organizations as appropriate.

  • Ensure that line and staff organizations are aware of deadlines, assignments, and objectives.

  • Assist in developing, documenting, and maintaining processes for managing taskers, staff actions, planning calendars, and other functions.

  • Assist the Operations Director in the planning, coordination, generation and execution of briefings, white papers and displays for visiting dignitaries, upcoming briefs, and conferences.

  • Assist the Chief of Operations with the development, implementation, and monitoring of information security policies, instructions, procedures, and control systems for activities involving clearance/classification authority and guides.

  • Attend meetings within JPEO-CBRND, and with outside organizations as needed and required by the Chief of Operations.

  • Assist in development, review, and maintaining of Policies, SOP's, Brief's, etc..

  • Collect, migrate, archive, and maintain electronic program files in appropriate SharePoint locations.

  • Build the bi-weekly report to the JPEO-CBRND based on input from line organizations.

  • Assist with supply procurement and management, development of facilities work orders, and transportation of equipment for events, meetings, conferences.

  • Assist with space allocation and seating assignments.

  • Perform human resources activities, including facilitation of new employee in-processing activities and ensuring computer and network access for new employees.

  • Possess an ability to write, review, and staff high-level staff action papers, studies, policies, and acquisition documents.

  • Possess an ability to independently manage, synchronize, and track multiple, complex, and cross-functional actions

  • Possess the ability to communicate effectively, both orally and in writing, among a variety of audiences.

  • Possess comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word.

  • Demonstrate familiarity with the JPEO-CBRND organizational structure and roles and responsibilities therein.

  • Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes. When applicable, documents shall be prepared in accordance with DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones.

  • Maintain a list of required documents for assigned programs with corresponding projected need dates.

  • Assist the team lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines.

  • Maintain awareness of program execution and milestones, as well as their strategic impacts.

  • Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.

  • Create and update document and staffing systems matrixes to track all task management activities.

  • Create technical briefing materials, documentation, and schedules.

  • Apply relevant skills to review, analyze, and evaluate document staffing requests and staffing system taskers to determine the appropriate respondent.

  • Assist the Chief of Operations in performing a variety of activities including, but not limited to, the following:

    o Acquisition management

    o Policy development (e.g., standard operating procedures (SOPs), protocols, processes, etc.)

    o Implementing the Management Control Process and Information Management System

    o Coordinating and performing public affairs activities

    o International programs support

    o Coordinating program activities and tasker responses across the organization

    o Developing all reoccurring program information briefings

  • Assist the team lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines.

  • Maintain awareness of program execution and milestones, as well as their strategic impacts; Apply the acquisition processes and policies as outlined in the Department of Defense Instruction (DoDI) 5000.02, relating it to life cycle management (product development, production, and sustainment).

  • Consider affordability, technology maturity, and responsiveness to assist in the formulation of broad, time-phased operational goals and initial capabilities.

  • Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.

  • Facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.

  • Apply relevant skills to review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions. Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users' requirement.

  • Review and assess technical, cost, and schedule data and work with Government staff to identify risks, shortfalls, and potential corrective actions.

  • Assist in identifying, assessing, developing, and mitigating program risk.

  • Work at a senior level to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.

  • Coordinate both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed. support each event in person and/or via teleconference, video teleconference, and web conference. In addition, for each meeting conducted, develop meeting minutes and/or an executive summary.

  • Review and provide input to acquisition documentation in support of program milestone decisions and IPRs.

  • Provide input to support annual, monthly, and weekly recurring reports, as needed.

  • Brief leadership on the status of program reviews and recurring reports.

  • Provide program status updates at regular senior staff meetings.

  • Communicate programmatic issues, concerns, and information.

  • Assist to develop and update top-level briefings for public presentation to be utilized at various conferences and events.

  • Track the status of action items, meeting minutes, program milestones, and monthly reports.

  • Assist in determining appropriate assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.

  • Ensure that product teams are aware of deadlines, assignments, and objectives.

  • Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.




Minimum Required Education/Qualifications:

  • US Citizenship Required

  • An Active Secret Security Clearance

  • Six years' experience, four years of relevant awareness of program execution and milestones, as well as their strategic impacts.

  • Experience applying the acquisition processes and policies as outlined in the Department of Defense Instruction (DoDI) 5000.02, relating it to life cycle management (product development, production, and sustainment).

  • The ideal candidate will be a motivated high performer with experience working with Senior Leadership

  • Experience setting up and managing internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed. support each event in person and/or via teleconference, video teleconference, and web conference.
