Position Description:
Kalman & Company, Inc. is seeking a Program Analyst Level III for an opportunity in support of theJoint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense Headquarters (JPEO-CBRND HQ) in Edgewood, MD.


Specific Duties:


  • Provide functional support to the JPEO-CBRND Enterprise for current and future Information Systems required to be used by the JPEO-CBRND, such as: Program Management Resource Tool (PMRT), Acquisition Information Repository (AIR) and Defense Acquisition Management Information Retrieval (DAMIR)

  • Conduct audits in JPEO-CBRND, Army, and OSD Information Systems including, but not limited to, PMRT, AIR, and DAMIR to provide status updates on the existence and completeness of the information required in those systems as mandated by policy

  • Populate Acquisition Decision Memorandum (ADM) action items into the Data Access Program Reporting (DAPR) data repository and provide status metrics to JPEO-CBRND Senior Leadership on outstanding ADM actions

  • Assist the team lead in reviewing and assessing OSD, ASA (ALT), and other external stakeholder's policies related to the Defense Acquisition System (DAS) and the Joint Capabilities Integration and Development System (JCIDS)

  • Provide status updates on Program Deviation Reports (PDRs) to the JPEO-CBRND Front Office

  • Provide guidance to the JPEO-CBRND Enterprise on reporting processes and information exchange requirements as it relates to compliance of the DoD Acquisition process

  • Assist the team lead with the planning, development, initiation, and execution of projects

  • Perform planning and scheduling of meetings and activities for the CBRN Analytics Directorate

  • Review and prepare clear and concise briefings, documentation, reports, and other supporting information to support trainings, workshops, and other informational exchanges provided to the JPEO-CBRND Enterprise to aid in the implementation of internal or external policy changes and/or guidance

  • Assist in the drafting and development of Standard Operating Procedures (SOPs) and Business Rules for the CBRN Analytics Directorate

  • Coordinate (e.g., preparing and staffing agendas, etc.), participate in, and document (i.e., meeting minutes) team meetings

  • Respond to inquiries and tasks through SASI or from outside organizations

  • Respond and provide comments to documents submitted through DSS

  • Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form

  • Monitor/protect acquisition-sensitive materiel

  • Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals




Minimum Required Education/Qualifications:

  • Bachelors degree and 6 years general experience

  • 4 years supporting the JPEO CBRND

  • Must possess an Active Secret Clearance.
