Job Description:

Role and Responsibilities

Summary

Responsible for the oversight and management of the security administration functions, development and implementation of security policy and procedure, advising management on all aspects of security and compliance with governing regulations for the Kirtland, Davis-Monthan, Andrews, Moody (KDAM) Aircrew Training and Rehearsal System (ATARS) DoD contract. Manages a team of industrial security personnel, cybersecurity personnel, Safety/ESH and facilities maintenance personnel in executing all requirements from the Kirtland AFB training enterprise location for all classified and unclassified facilities.

  • Responsible for security and safety policy and procedure development, implementation and execution.

  • Provides supervision and oversight of compliance with NISPOM requirements related to multiple facility and personnel actions to include DOD Facility Clearances and Personnel Security Clearances.

  • Familiarization with the Defense Information System for Security (DISS).

  • Understanding of related DoD security policies including DoDM 5200.01 and National Industrial Security Program Operating Manual (NISPOM) and Department of Defense (DOD) and federal regulations.

  • Responsible for safeguarding and accountability of all classified material.

  • Oversight responsibility for all organizational classified areas, classified operations, classified information systems and classified material and technology.

  • Responsible for oversight and management of the COMSEC program.

  • Responsible for NISPOM mandated, ancillary agency, DOD service specific and situational necessitated security and safety training.

  • Coordinate and conduct TEMPEST/EMSEC certifications for Open Storage Area (OSA) facilities.

  • Management and oversight of Access Control System and facility alarms for 14 separate buildings.



INDUSTRIAL SECURITY DUTIES AND RESPONSIBILITIES


  • Provide and support continuous Security related information, processes and procedures to Kirtland and KDAM ATARS alternate sites (DM, Moody, JBA) on a daily basis.

  • Coordinate, educate, and provide support to the Government 58 TRS Unit Security Assistant.

  • Support reviews of annual training material for accuracy.

  • Support Information Protection Inspection preparation of documentation, logs, etc.

  • Site Contact for OSA facility alarms, on Mission Critical Personnel list, and Designated as Key On-base Management Official/Representative.

  • Security Liaison for non KDAM ATARS sub-contractors on site.



CYBERSECURITY DUTIES AND RESPONSIBILITIES


  • Direct the daily/weekly work efforts of cybersecurity personnel in maintaining the security and integrity of the training systems and networks.

  • Coordinate with functional leads for Subject Matter Expert support in mitigating cyber vulnerabilities in training systems and networks.

  • Acquire/Updated/Sustain KDAM ATARS Accreditations and Authorizations (Authority to Operate, Authority for Use) per Risk Management Framework requirements.

  • Coordinate/Schedule/Monitor and Review associated Authorization requirements. (Security Controls, Artifacts, Drawings, POA&M's, written Policies/Procedures and Plans (WI's/CSD's)) among cybersecurity personnel.

  • Host Network Security Working Group meetings with Government SCARs and OTI.

  • SCARS Liaison for site efforts.

  • Conduct weekly Cybersecurity status meetings with Government.

SAFETY/ESH AND FACILITIES DUTIES AND RESPONSIBILITIES


  • Direct the daily/weekly functioning of the team in meeting facility management requirements for 14 facilities.

  • Review Work Instructions and coordinate modifications with Facility Lead.

  • Support Facility Lead with preparation of upcoming facility/ESH audits.

  • Conduct walk-arounds with Custodial lead to assess custodial assigned specific tasking and performance.

Qualifications and Education Requirements


  • Bachelor's degree in related field; eight years direct experience in a Security and/or ISSO/ISSM role can be substituted in lieu of degree

  • Four years directly related experience in implementation of DOD security requirements and contractor/government information security.

  • Excellent oral and written communication skills.

  • Demonstrated ability to effectively with all levels of management, including succinctly delivering specialized knowledge to assist decision makers.

  • Ability to deliver security briefings, both one-on-one and in a group setting.

  • Knowledgeable with Microsoft Office Suite (Outlook, Word, Excel, Power Point).

  • Customer service experience.

  • Strong leadership, interpersonal and teamwork skills.

  • Strong analytical and strategic thinking skills required.

  • Ability to work independently and multi-task in a dynamic, fast-paced environment.

  • Ability to work in a fast-paced environment requiring multi-tasking.

  • Organization skills and a strong attention to detail

  • Demonstrated success in building effective team and customer relationships

  • Applicant will be subject to a US Government investigation for access to classified information and must me the eligibility requirements to obtain/maintain the required security clearance level

  • 8570 certification

    Security Responsibilities


Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment

This position operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.


  • Must be able to work with minimal supervision.

  • Majority of work will be performed in an office environment.

  • Must be willing to work flexible schedule and as required.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.


  • Ability to sit and operate personal computer for extended periods of time.

  • Occasional business domestic travel required.
