Overview
CAES is searching for an experiencedGlobal Trade Compliance, Senior Director to join our corporate team. Reporting directly to the SVP & General Counsel, this role will be a trusted partner and be responsible for all aspects of our global export and import compliance program, including playing a key leading role in ensuring CAES' compliance with all applicable export, import and customs compliance laws and regulations by managing an effective global trade compliance program throughout CAES as well as supporting our anti-bribery/anti-corruption program.
In addition to the deep technical knowledge and expertise in development and operation of Global Trade and Anti-Corruption Compliance programs, the ideal candidate will have the ability to build strong relationships at the Corporate level and with Division Compliance and Contracts functions.
Responsibilities
Develops, maintains and continuously improves strategies, policies, tools and other resources related to Global Trade and Anti-Corruption compliance programs and oversees compliance monitoring related to import/export and anti-corruption laws, rules, and regulations
Provides guidance to Corporate and Division leadership on trends and issues and on compliance processes that support CAES' objectives
Promotes and supports a culture of compliance and adherence to global trade laws and regulations
Serves as the ultimate internal escalation point for all trade- related compliance questions; provides support to Export Compliance Managers
Manages and maintains relations with appropriate government licensing authorities in the State Dept. and DoD; Serves as CAES main liaison to the U.S. Government on import and export matters.
Oversees product jurisdiction and licensing requirements and tracking thereof
Conducts internal investigations of trade compliance issues in coordination with Legal Department
Designs and implements a program of periodic assessments to review, test, and evaluate the compliance programs and to ensure that the Divisions have implemented the anti-corruption policies and procedures
Provides strategic and comprehensive advice and guidance concerning the requirements and obligations of export and import of defense articles, technical data, defense services; support any internal investigations regarding anti-corruption
Oversees the selection and maintenance of a global trade automation solution
Maintains DDTC registration and prepare all associated filings
Provides critical advice and direction and supporting due diligence on M&A transactions prior to, during, and after divestment or acquisition related to compliance matters
Partners with other functional areas (e.g., Operations, Risk Management, Internal Audit, Legal, HR, Information Security), to create and implement testing and reporting processes to ensure compliance with applicable laws, regulations and internal policies and procedures
Monitors and prepares summaries for Corporate and Division leadership on import trade policy changes and trends that may impact CAES
Stays current on developments in the Trade Compliance and Anti-Corruption field with potential impacts to the business
Manages and develops functional team members for personal and professional growth and effectiveness
Recruits and develops functional team members for personal and professional growth and effectiveness, including developing internal succession candidates for key roles in the organization
Develops and deploys online employee awareness training and materials on defense and commercial export controls; and U.S. anti-boycott law
Proactively identifies, evaluates, and manages risks in a way that enables the organization to deliver sustainable business growth
Serves as the Technology Control Officer and maintains the Technology Control Plan
Manages function to budget
Qualifications
Mimimum:
Bachelor's Degree
10+ years of substantive experience in Global Trade and Anti-Corruption Compliance, preferably for a Government contractor
5+ years of experience in building relationships with applicable Government regulators
5+ years' experience in counseling senior leaders
US Government "Secret" Clearance
Preferred:
Master's Degree or advanced degree in a directly related field
US Government "Top Secret" Clearance
Customer-focused team player and consensus builder with strong communication, training, organizational, and management skills
Subject matter expert of International Traffic In Arms Regulations (ITAR), Export Administration Regulations (EAR), Anti-boycott Compliance, Office of Foreign Assets Controls (OFAC), Foreign Trade Regulations (FTR), and the Foreign Corrupt Practices Act
Ability to work effectively within the organization's matrixed organizational structure including to drive consensus across Divisions
Travel:
Ability to travel 15-20% of the time as needed
