Hill is seeking a Project Manager in Oceanside, CA



Responsibilities:

* Project management, construction management or oversight, and staff assistant services in support of the development and implementation of capital improvement and rehabilitation projects and for projects initiated by third-parties that have a direct impact on the safety and service of the Commuter rail System and facilities

* Overseeing the execution infrastructure projects under dense traffic conditions on active FRA regulated mixed passenger or freight rail corridors

* Coordinate and manager contract and contractors in compliance Safety regulation

* Support PM in managing budget and milestones

* Coordinate and support the RE in the safety meetings with contractor and the project team

* Familiarity with requirements for PTC configuration management and operational protocols established to maintain the safety and integrity of the SCRRA system

* Follow Safety policies and procedures - Class 1 Freight Railroad best practices

* Safety and coordination of access to the track outside of peak operating periods

* Ensure Contractors Compliance with Basic On-Track Safety Requirements

* Respond promptly to any notification of substandard performance by Consultant or personnel and provide coaching of personnel to improve performance

* Stay informed of the requirements of, the California Public Contract Code, Federal Acquisition Regulations, Federal Transit Administration

* Understand and follow the SCRRA Project Management Manual

* Monitor project performance and take corrective action if necessary

* Best Practices Procurement Manual and other statutory and regulatory requirements governing SCRRA contracts and agreements.

* Ensure all required Contract and task order reporting is timely and accurate

* Assist or support the Resident Engineer as the agent for SCRRA in accordance with a separate contract for construction, to resolve disputes between SCRRA and the Contractor, work closely with SCRRA PM's and member agencies representatives.

* Assist PM in staff augmentation, inspection, and construction oversight for new capital, SOGR, and SCORE projects for SCRRA, as well as various new capital projects that will be designed and constructed in conjunction

* Perform Inspections Prior to Placing Track and Signal Systems Back in Service Analysis of construction costs, and preparation of estimates for projects including work encompassed by the practice of civil, or railroad signal and communication projects; Inspection of track, civil, electrical, communication, and railroad signaling

* Experience with PTC and wayside installation, grade crossings, wayside devices work on FRA regulated operating lines

* As Civil/ signal Construction Inspector overseeing modification work with Wayside Interface Unit installations at Wayside and intermediate signal houses and cabinets Additional Construction inspection work includes overseeing the installation of concrete signal house foundations, checking concrete slump, overseeing foundation repairs, ensuring proper grounding, and installation of underground conduits associated with new Purcell cabinet installation

* Support in Mobilization of Sub contractors

* Contract and Claims

* Support CM Manager pre-bid process along with queries asked by vendors and provided assistance to tenderers in tender submission process

* Coordination of contractors on building project

* Supervision of onsite QC/QA staff

* Coordinate with onsite owner's representative

* Resolve field issues in cooperation with A/E

* Lead weekly progress and coordination meetings

* Assist in CPM schedule updates

* Support office staff with answering of correspondence and change order review

* Integrated Schedule development and management

* Baseline Management and Change Control

* Coordination and integration of field activities

* Closeout and Commissioning


Qualifications

* Project management experience in Class 1 freight (UPRR), or commuter passenger rail system, including railroad track, signal, crossing and / or bridge projects, to assist and support Project managers and the owner's representatives

* Must possess organizational, technical and team building skills to manage and coordinate multidisciplinary teams in coordination with contractors

* Instrumental in supporting signal and communications construction

* Experience in construction oversight, construction management, operations support, cutover support, and cutover direction/management

* Experience in commuter, freight, transit rail construction, and maintenance, and management of highway grade crossings, wayside signal, hazard detection, and train control systems

* Experience in build/Install wayside equipment and devices, Intermediate signals, control points, grade crossings, electric locks, defect detectors and draggers

* Communicate with dispatchers and trains

* Experience in maintain and repair wayside signals, grade crossings, defect detectors and draggers and switches on assigned territory

* Perform scheduled FRA tests and follow safety procedures and rules

* Experience in coordination with several contractors on multiple projects

* Experience with form B's - very critical

* Experience with capital maintenance (rehabilitation projects) involving railroad infrastructure, including but not limited to track, civil , signals/communications systems

* Experience in track, signal, and structures rehabilitation projects, communications and signal testing and commissioning projects

* Good knowledge and experience of heavy civil and track construction contracts in a railroad environment

* Fully versed with schedules, budget management, QA/QC procedures, work plans, and activities

* Experience in SOGR - rehab projects

* Experience system wide train control system rehab

* Must have a minimum of 10 years' experience

* Four year college degree is preferred

* Strong communication skills

* Wide experience in providing technical advice and assurance for signaling and train control communications based train control and railway communications (control station radio and backbone) systems

* Experience in rail systems management involving overseeing and inspection of signaling and train control communications, and operations for rail projects

* Proficient in MS word, MS excel, MS PowerPoint
