Job Description:

The Head of Procurement will lead the strategic sourcing approach and team and be responsible for overseeing the procure-to-pay process for EmblemHealth, AdvantageCarePhysicians, and ConnectiCare. The role will have responsibility for the implementation of the policies and sourcing that control the organization's procurement/purchase of raw materials, supplies, equipment, and services. Also, identify, evaluate, and capitalize on opportunities to reduce sourcing and purchasing costs by establishing strategies and contracts that improve the organization's buying patterns. This leader will contribute to short and long-term business initiatives, including Operating Income, Administrative Expenses, Medicare & Medicaid ratings, and Net Promoter Score performance.

Responsibilities:


  • Develop and adapt enterprise procurement strategies based upon continuous monitoring and forecasting.
  • Define, lead and champion the vision and strategy for procurement operations that are aligned to the needs of the business.
  • Provide governance and oversight for all major processes across procurement operations including budget allocations, savings targets and functional performance and compliance.
  • Lead the business relationship and category management team.
  • Identify strategic sourcing / vendor consolidation / global contracting opportunities. Partner with business leaders to deploy cost savings opportunities.
  • Assess the capabilities of suppliers and service providers, shifting spend to better performing entities and driving continuous improvement.
  • Negotiate agreements and commitments by facilitating communication between business stakeholders and procurement from initial requirements to final implementation.
  • Establish a Supplier Diversity capability, goals for improvement and activities to drive engagement with small, diverse and minority owned suppliers.
  • Develop and maintain metrics to manage vendor performance and productivity; develop benchmark and scorecards to be used for continuous improvement; creation and improvement of best-practice based processes and procedures.
  • Oversee the evaluation of historical and forecast data on spend.
  • Direct the analysis of reports and market trend information to understand and communicate impact to the achievement of procurement’s goals.
  • Evaluate and optimize the procurement operations, services and processes.
  • Identify continuous improvement opportunities and provide recommendations based on business relevance, appropriate timing, cost, risk and quality.
  • Ensure that automation and innovation are a part of all aspects of the procurement and supply chain process.
  • Define and lead the procurement operations talent strategy to minimize capability risks and build a strong pipeline of sustainable resources to deliver on the vision.
  • Provide ongoing oversight, direction, and management of the team, including mentoring and development of individual team members.
  • Provides regular feedback and coaching to leaders.

Requirements:


  • BA/BS in supply chain management, economics, finance, operations, business or related field; Master’s Degree preferred
  • Minimum 10 – 15 years of experience including at least 5-10 years of increasing experience at management level for the entire purchasing and contracting functions coupled Supply chain/procurement certifications preferred
  • Experience with managing sourced services – health care (payor / provider) experience preferred
  • Experience in implementing and maintaining modern sourcing and procurement systems
  • Working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc.
  • Acts as change agent to drive and effect organizational change ensuring key deliverables are met
  • Ability to lead initiatives based on analytical capabilities which optimize the procurement function’s performance, services and processes
  • Creates and communicates a long-term vision, balances short- and long-term goals and keeps own and team's work aligned with overall goals
  • Ability to navigate and build effective relationships within a matrix organization
