The Principal, Health Data Strategy & Analytics will be a key architect of the Personal Health Record at Blue Shield and will lead health data analytics to drive improvements in care delivery and experience.In addition to developing the data architecture and business strategy around the personal health record, this role will validate and ensure the accuracy and integrity of received data, curate necessary data, evaluate data and enable data to be used to improve patient care, and reduce healthcare costs.

The position reports to the Director, Health Data Strategy & Analytics, is based in California; open to telecommute within California with the ability to travel to our headquarters in Oakland and other locations as needed.

Responsibilities


  • Support the development of the personal health record strategy, associated data infrastructure and vendor relationships

  • Conceptualize and develop analytical systems that meet business needs

  • Describe and disseminate significance of analytic results of business decision making and provide recommendations to senior leaders

  • Lead analytics related to health information exchange, personal health records' data infrastructure and other data needs

  • Lead design, analysis, and interpretation of various data sources to meet health data strategy goals including but not limited to creation of personal health records

  • Support strategic planning around health data analytics including identification of appropriate data sources, integration, and quality assessment

  • Take hands on role on issues related to interoperability, data capabilities and data readiness

  • Develop appropriate dashboards and reporting tools to support health data analytics

  • Support development and maintenance of comprehensive data needs roadmap and data sourcing strategy. This includes creating (1) a comprehensive mapping of data sources, identifying gaps and areas of opportunity and (2) establishing, developing, managing, and maintaining internal and vendor relationships to achieve health data analytics goals

  • Support identification and development of use cases

  • Serve as a partner to the Health Transformation Data & Evaluation team and Health Data Strategy team








Knowledge and Experience


  • Understanding of data analytics and ability to provide strategic insights to drive business decisions

  • Ability to leverage a deep understanding of business requirements to conceptualize business needs

  • 10 years analytics experience required

  • Experience with personal health records or longitudinal health records is a plus

  • Degree with Health Systems/Health Informatics/Health Information Technology focus or related work experience preferred (MPH, DrPH, PhD). Other degrees with relevant analytics experience are acceptable

  • Proficiency and experience in health informatics is required

  • Working familiarity with health information exchanges, interoperability, personal health records and meaningful use

  • Experience validating the quality and integrity of incoming data

  • Experience with data architecture, clinical records integration, electronic medical records

  • Familiarity with potential and challenges associated with various forms of clinical and non-clinical datasets

  • Experience with business strategy and leveraging data to drive strategic decisions
