Responsibilities

Trace Systems is seeking a FSO (Facility Security Officer) to join our team in Vienna, VA. This is a multi-faceted role in which the ideal candidate will oversee the security program for Trace’s HQs in Vienna and Tampa office. The FSO will be responsible for developing, strategizing, and managing internal security program policies and procedures in accordance with DoD security policies, to include the NISPOM. The FSO must be able operate pro-actively and possess the necessary experience and skills required to take initiative and ownership of all position duties.

  • Manage and maintain security program policies to ensure ongoing compliance with NISPOM, IC, and DoD policies requirements of all classified programs under purview.
  • Manage and prepare Security Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling, storage, and transportation of assigned assets.
  • Possess mastery of DCSA information systems of record to include DISS, NISS, DIAS, and ACCS.
  • Proficient personnel security management experience – including, but not limited to initiating and reviewing background investigation paperwork (including fingerprinting) using the Electronic Questionnaires for Investigations Processing (e-QIP) via DISS for initial clearances, periodic reinvestigation's, upgrades and downgrades; indoctrinations; recertification's; pre-employment vetting and clearance prescreens; and debriefs.
  • Conduct in-processing of new and current employees – to include submitting Visit Access Requests (VARs), badging, Common Access Cards (CACs), initial trainings and briefings, System Access Requests (SARs), indoctrinations, etc.
  • Perform security pre-screening of all potential employees, subcontractors, and consultants.
  • Develop, implement, and administer security training and briefings– to include, but not limited to initial and refresher trainings, NATO, COMSEC, Crypto, Courier, Foreign Travel, Operational Security (OPSEC), and Insider Threat briefings.
  • Centrally manage and maintain document control, personnel records, briefings, contracts, and other such security assets within SIMS to enforce and maintain accountability.
  • Manage and handle incoming and outgoing classified material, destruction, and other such accountable items.
  • Manage the OPSEC program by handling the following: conducting prepublication reviews, reviewing company social media and external site postings, meet with stakeholders to determine and maintain Critical Information Lists (CILs), implement, and maintain OPSEC plan and polices for various contracts that require it and internally with Trace.
  • Handle NISS functions to include certifying self-inspections, preparing, and submitting Change Conditions, preparing, and submitting Facility Clearance Sponsorships, etc.
  • Develop and oversee implementation of procedures for subcontractors, subsidiaries, and visitor compliance with company and industrial security program requirements and regulations.
  • Provide direct support for industrial security aspects of business development and classified proposal efforts including reviewing and analyzing security requirements in contract solicitations, draft proposal sections pertaining to security, participate in other proposal planning and development activities, evaluate security requirements and our ability to meet them.
  • Collaborate with IT Department to safeguard sensitive and proprietary corporate and government data and to ensure our company’s information systems are compliant with National Institute of Standards and Technology (NIST) 800-171 standards.
  • Serve as the Corporate-wide Insider Threat Program Senior Official (ITPSO).
  • Represent the security department throughout the certification process of ISO 9001, 20000, and 27001.
  • Maintain and develop security documentation and files in accordance with DCSA and NISPOM requirements – including Standard Practice Procedures (SPPs), Standard Operating Procedures (SOP), Insider Threat Program Plans, Technology Control Plan (TCP), Emergency Action Plans (EAPs), OPSEC Plans and Policies, and COMSEC SOPs.
  • Prepare, interpret, maintain, and execute DD254s, Security Classification Guides, Statement of Works (SOWs), and other security-related contract management items.
  • As required, responsible for developing, implementing, and managing a Communications Security (COMSEC) account.
  • Serve as a mentor to the protégé of Trace’s Joint Venture agreement.


Qualifications

  • A Minimum of three (3) years of experience in Industrial Security supporting national security programs & initiatives.
  • A FSO Program Management Certification for Possessing Facilities is required
  • Demonstrated knowledge of NISPOM and ISL
  • Expert personnel security management experience (initial, renewal, periodic reinvestigation, upgrade, downgrade, indoctrination, debriefing, etc.) for collateral and SCI positions
  • Knowledge of DISS, e-QIP, NISS, SIMS and ACCS
  • Management experience interpreting and authoring DD 254s, Security Classification Guides, and other areas of security-related contract management.
  • Ability to effectively communicate orally and in writing to internal and external customers and able to offer experienced guidance to executive staff and subcontractors
  • Management experience towards developing and/or maintaining effective security training, to include initial, refresher and continuing education programs, Operational Security (OPSEC),
  • Insider Threat programs, Foreign Travel programs, Standard Practice Procedures (SPP), and Standard Operating Procedures (SOP).
  • Experience working with subcontractors and subsidiaries to ensure security compliance.
  • Experience at leading and conducting internal audits, participating in Government vulnerability assessments, investigating and mitigating areas of risk or non-compliance, pre-employment employee vetting, and security-relevant RFP review and proposal writing
  • Experience with visitor management and employee identification (badges)
  • Must be able to work well independently and as part of a group
  • In-depth understanding of multiple security requirements and their implementation for various DoD and IC customers.
  • Proactive and willing to develop our security program into a highly-functional and efficient operation with a strong focus on timely customer service and attention to regulatory compliance and risk management
  • Experience with SharePoint, Microsoft Office, Adobe Acrobat
  • Due to the nature of the work and contract requirements, US Citizenship is required
  • Active, in-scope US Government issued Top Secret clearance is required. Must be able to meet additional security clearance requirements as required.
