Job Description

The CIO Finance Manager reports directly to the Senior Director of Finance, Information Technology and Customer Experience Expense Stewardships. The Finance Manager is responsible for the administrative expense planning, tracking, and reporting for Applications, Infrastructure, Security, Shared Services, and Quality Engineering Services. This people leader will ensure financial leadership to ensure that the short-term and long-range business objectives of supported functions are achieved. This includes identification and implementation of key strategic initiatives to drive business results and operating leverage. The position will also ensure the integrity of the financial systems and control environment for the group are adequate to support the business needs. This position will be a key business and strategic partner to the operational leaders of the supported functions.

Responsibilities


  • Act as a financial business advisor and thought leader for supported functions and the Senior Director of Finance, CIO Stewardship.

  • Lead the finance business partnership supporting the operations and objectives of supported functions.

  • Provide long-term strategic planning and analysis and working closely with CIO stakeholders, IT Finance, and Corporate Finance teams.

  • Manage reporting and monitoring of key financial and operational performance metrics to drive operating leverage.

  • Lead collaboratively the annual financial planning and quarterly forecast process for supported functions.

  • Initiate collaboration with other Corporate Finance managers to identify best practices, explore career development opportunities, improve organizational knowledge, and make significant positive financial contributions to Blue Shield of California.

  • Use fact-based data to help drive improved business performance and decisions.

  • Analyze complex data to identify critical data points and discuss critical decision factors.

  • Prepare and review business analysis reports and presentations.

  • Manage team of 2-3 analysts as direct reports.

  • Dedicated to getting results, continuous learning and building high performing teams.

  • Some travel may be required.








Knowledge and Experience


  • Typically, requires a college degree or equivalent experience and minimum 8 years prior relevant experience, including 2 years of management experience.

  • Bachelor's degree required; emphasis on Finance of business-related field preferred.

  • Master's degree in a business or health care field and/or equivalent experience strongly preferred.

  • Manages, coaches, develops, and engages high performing teams that lead through change effectively.

  • Exceptional skills in financial modeling to execute the forecast, financial planning, and enterprise reporting processes.

  • Builds successful client relationships and seeks out and connects with the right cross functional partners internally and externally to develop solutions with an enterprise view.

  • Demonstrated leadership experience.

  • Knowledge of financial analysis, trending and benchmarking as well as general management of accounting applications.

  • Previous experience in the financial and operational management of health insurance products/services strongly preferred.

  • Experience working inthe technology industry or IT finance a plus.
