Job Description



The Naval Training and Simulation (NTS) department atNaval Nuclear Laboratory (NNL) isseekingan experiencedsoftware professionalto help organize and facilitate Agile teams in our growing software organization. NTS designs, develops, deploys, and maintainstraining simulatorsforthe US Navy at training sites across the US.Thesehigh-fidelitysimulationsof naval systemsare controlledwithcomplex software systems incorporating advanced engineering modelsand infrastructure tools spanning multiple engineeringdisciplinesand technologies. The software group of NTS is composed of several Agile teams of various forms and sizes, including functional and cross-functional as well as those working cross-organizationally; all performing fast-paced, exciting and challenging work, serving the various needs of our Navy customers.

The successful candidate will work in the capacity of an Agile team facilitator and scrum master. A primary job duty will be facilitating the Disciplined Agile Delivery workflow of a team of engineers focused on Instrumentation and Control and Electric Plant modeling. In addition to this role, the successful candidate will be called upon to act as scrum master for various project teams including periodic maintenance releases as well as internal and external architectural tools packages. As an experienced software developer, the successful candidate will also have the opportunity to perform software requirements analysis, participate in research and design, development, and testing of software systems and tools.

Duties of a Software Development Team Lead include:


  • Guiding theorganization on how to use Agile/Scrum practices and values to satisfy various customers and continually build organizational Agile maturity

  • Coaching the team to inspect and adapt and use dynamic self-organization to achieve goals

  • Facilitating the accomplishment of goals without requiring coercion or assigning the work

  • Facilitating discussion, decision making, and conflict resolution

  • Remove impediments to the team achieving their goals and/or guide the team to remove impediments by finding the right people to remove them

  • Support and educate Product Owners in the maintaining of product backlogs

  • Assist with internal and external communications and the reporting of project progress to stakeholders

Required Skills



Senior Software Programmer/Developer:


  • Bachelor's degree from an accredited college or university and a minimum of six years relevant experience; or

  • Master's degree in a related field from an accredited college or university and a minimum of four years relevant experience

Principal IT Professional:


  • Bachelor's degree from an accredited college or university and a minimum of nine years relevant experience; or

  • Master's degree in a related field from an accredited college or university and a minimum of seven years relevant experience







Preferred Skills




  • Proven excellent communication, teaming, coaching, and mentoring skills

  • Experienced in a project management or scrum master role for a software development team

  • Proven skills and knowledge in servant leadership, team facilitation, conflict resolution, and change management

  • Knowledge of various Agile approaches (Scrum, DAD, XP, Kanban, etc.)

  • Knowledge of various Agile techniques (Pair Programming, TDD, CI/CD, Automated testing, etc.)

  • Experience with configuration management and Agile tools (TFS/ADOS, GitHub, Jira, etc.)

  • Knowledge of multiple programming languages (C/C++, Python, Java, C#, etc.)

  • Proficiency with project management and presentation tools (MS Project, MS PowerPoint, etc.)

  • Demonstrated action-oriented "can-do" attitude that shows initiative and ownership
