Tetra Tech EMC is seeking a Management and Program Analyst III to support the Federal Aeronautical Administration (FAA) in all aspects of planning, scheduling, conducting and reporting analyses of management, administrative and logistics programs and procedures to determine resource requirements and utilization, workflow processes, and the efficiency, effectiveness and productivity of functional operations at our customer location in the Mike Monroney Aeronautical Center in Oklahoma City, OK. The ideal candidate will possess at least six (6) years management and program analyst experience with specialized knowledge of FAA systems, equipment, procedures, operations, and budgeting. This position will assist Project Managers, Service Order Coordinators and other stakeholders as required to manage service order agreements and inter/intra agency agreements.

Other specific job duties to include but not limited to:


  • Review new and revised regulations, publications, directives, and logistical plans to help ensure correct interpretation, impact identification, and compliance within the FAA Logistical Center (FAALC).
  • Coordinate all new and revised operating procedures and monitor their incorporation into applicable FAALC handbooks and orders.
  • Analyze existing and proposed changes to organizational structures, charts, and mission and functional statements, to assist in eliminating functional overlap or duplication among FAALC programs, i.e., report results of employee interviews and audits of programs and supply records, and provide guidance on travel regulations and ensure travel practices meet FAALC criteria and government requirements.
  • Analyze program and administrative fund back actions, and produce reports identifying variances between actual and budgeted cost, schedule, and performance factors.
  • Develop metrics to measure the cost, schedule, and performance factors associated with management, administrative, and program functions. .
  • Update weekly/monthly/annual financial status reports, reviews & identifies areas of risk timely, and participate in the development of fiscal year business plan.
  • Complete personnel and administrative actions as directed to include manpower resource allocation, recruitment, transfer, and temporary assignment.
  • Analyze and report on the effectiveness, efficiency, and productivity of administrative and technical programs such as data systems, information management, personnel, budget, etc. as related to their support of substantive operating programs (e.g., logistics support, staffing standards, organizational structure, etc.).
  • Assist in the development and administration of training programs.
  • Develop and monitor training budgets, administer training quota requests and training assignments, and monitor training course schedule and completion.
  • Develop and maintain reports on personnel statistics such as manpower programs, personnel ceiling, promotions, average and high-grade level, and career development programs.
  • Plan, develop, and administer employee communications processes to inform employees of personnel programs.
  • Prior experience establishing the Service Order Agreement (SOA) using the Statement of Work (SOW) and cost etimate provided by Project Manager, subsequently then entering complete and accurate data into Univeral Tracking and Billing System (UTBS).
  • Ability to track Undelivered Orders (UDO) to produce aging for revenue and expenses.
  • Perform monthly reconciliation and work with the Financial Team to process the Closeout.

Position requires access to federally controlled facilities and computer systems. In accordance with Homeland Security Presidential Directive 12 (HSPD-12), all personnel must favorably pass a U.S. Government Public Trust background investigation.

  • A high school diploma or equivalent is required. A Bachelor of Arts degree in Business Administration or an Associate Degree in Accounting or Business is highly desired.
  • Six (6) years of management and program analyst experience with specialized knowledge of FAA systems, equipment, procedures, operations and budgeting.
  • Prior experience with FAA Service Order Agreement (SOA) and Universal Tracking and Billing (UTBS) systems highly desired.
  • Must be proficient in Microsoft Excel, Word & PowerPoint templates.
  • Must possess both excellent verbal and written communications skills.
  • US Citizenship is required.
