Mental Health & Disability Coordinator

Reports to: BCFS Education Services Head Start Director


Status (Pay Grade): Exempt - Full Time (Director I)


Minimum Qualifications: Must be a licensed or certified health professional. Two (2) years of experience in serving young children and their families. Must have additional experience in the areas of early childhood education, special education, speech pathology, or health services. Bachelor's degree. Possess a valid driver's license and work eligibility status. Pass a criminal and driving background check.


Preferred Qualifications: Master's degree in early childhood education or related field.



Critical Action Items:

Design, implement, and monitor a mental health and disabilities program to help both parents and staff to understand mental health and access mental health interventions, if needed. (HSPPS §1302.42, 1302.45) Implement strategies (e.g, classroom observations and consultations) for effective classroom management and positive learning environments; supportive teacher practices; and strategies for supporting children with challenging behaviors and other social, emotional, and mental health concerns. (HSPPS §1302.45, 1302.46) Provide training and technical assistance for program staff on mental health and disability service delivery in accordance with state and federal regulations (e.g., completion of developmental screenings) (HSPPS §1302.45) Ensure appropriate practices to keep children safe during all activities, including reporting at a minimum suspected or known child abuse and neglect, appropriate supervision of children at all times; and all standards of conduct. (HSPPS §1302.17, 1302.90) Support staff development, including completion of minimum training requirements as specified in state and federal standards (HSPPS §1302.92), continuing professional development, and staff wellness initiatives.



Other Responsibilities:

Develop and monitor compliance of child program files (e.g., behavioral action plans, individualized education plans, family service plans), including compliance with confidentiality. Ensures the availability of specialized supplies and equipment as needed for children with disabilities. Attend Individual Family Service Plan (FSP) and Individual Education Plan (IEP) meetings, home visits, and parent conferences for children with mental health and disability needs. Build community partnerships to facilitate access to additional mental health resources and services, as needed. Assist with referrals to outside agencies for children with mental health and disability needs as requested. Support development of grant applications, budgets, and required reports in accordance with BCFS Education Services and Office of Head Start timelines and criteria for composition. Perform other job duties as assigned.



Measurable Deliverables:

An established schedule of sufficient and consistent frequency ensures a partnership between program staff and families in a timely and effective manner. Assessments are completed according to parameters and timeframes specified in agency, state, and federal policy and regulations. Child mental health records are current and organized. Required reports are prepared and submitted prior to deadlines.



Requirements:

Knowledge of applicable state and federal Head Start regulations, performance standards and guidelines. Knowledge of the principles, practice, and procedures of mental health program administration. Knowledge of mental health resources available within the community, state and federal government. Demonstrated proficiency in collecting data, preparing reports, monitoring progress and analyzing data. Strong written and oral communication skills to communicate with a diverse audience (e.g., students, parents, teaching staff, program staff, and community partners), including individuals with low health literacy. Sound judgment in the protection of confidential information. Ability to organize and prioritize duties and responsibilities in a fast-paced environment. Ability to work a flexible schedule including nights, holidays, and weekends. Ability to work independently. Possess sensitivity to the service population's cultural and socio-economic characteristics.
