Major Duties and Responsibilities:

Under administrative direction, formulates and directs implementation of human services policies, procedures, goals and objectives for multiple human services programs having statewide impact (i.e., Family First Prevention Services Act (FFPSA); Independent Living for Transitional Youth; Bridges) and one statewide component of Medicaid Health Systems (i.e., providing the connection between clients and the statutory mandated health and supportive services available to them); oversees and directs policy development and implementation of assigned programs within Office of Families and Children (OFC) and ensures compliance with applicable state and federal laws and agency rules, regulations, policies and procedures; analyzes and/or directs analysis of programmatic and demographic data and anecdotal information in order to determine what improvements/changes are needed in program design and/or operations; identifies new initiatives; oversees and directs strategic planning and development of statewide goals and objectives; oversees and directs development and evaluation of program standards and performance on a statewide level; evaluates operational efficiency and effectiveness of processes and facilitates improvements; serves as a liaison with federal government and other State agencies to discuss, analyze, and implement child welfare initiatives and resolve issues with program administration and implementation.

 

Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

 

Performs other related duties as assigned (e.g., travels to training and conferences; represents agency and OFC at conferences and seminars; prepares and deliver speeches and presentations on behalf of Deputy Director and Assistant Deputy Director; operates personal computer to produce reports, correspondence and other documents; maintains logs, records and files).

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

The ideal candidate at minimum must have the following:


  • Completion of undergraduate core program in social or behavioral science or pre-medicine;

  • 30 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;

  • 12 mos. exp. in management;

  • 18 mos. exp. in supervisory principles/techniques.

  • Completion of graduate core program in social or behavioral science or medicine-related field;

  • 24 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider;

  • 12 mos. exp. in management;

  • 18 mos. exp. in supervisory principles/techniques.
