LMI seeks a Product Owner / Business Analyst with Scaled Agile Framework (SAFe) experience to support a federal client within the Centers for Medicare & Medicaid Services (CMS) with the development of a system related to alternative payment models (APMs). The ACO-OS system integrates beneficiary, healthcare provider, and care organization data to provide this information to ACOs participating in the Medicare Shared Savings Program. The ACO-OS also provides a Receipt and Control Service (RACS) that moves files to and from ACO entities and partner systems supporting Centers for Medicare & Medicaid (CMS). The ACO-OS helps CMS and other organizations manage, track, and report ACO data so that there is a shared understanding of the totality of care provided to beneficiaries. The position is located in Baltimore, MD.

Responsibilities
Serve as a SAFe Product Owner for one or more Agile teams.
Drive customer-centricity on each Agile team.
Take ownership of your team's product backlog, and create epics, features, and user stories in support of program execution.
Prepare for and lead Program IncrementPlanning eventsto understand client requirements and as well as underlying infrastructure applications, systems and processes to enable execution of those skills.
Chart existing business processes to define current business activities for the development of procedures and models.
Analyze requirements, policies, and customer needs against system capabilities and functions to determine gaps.
Conduct user research and usability testing. Critically evaluate information gathered from multiple sources, reconcile conflicts, and decompose high-level information into details.
Work with business users and technical support to ensure appropriate test scenarios and test cases are documented for quality assurance testing.
Meet with decision makers, systems owners, and end users to define business, financial, and operations requirements and systems goals. Abstract up from low-level information to a general understanding and refine/distill user requests to true business needs.
Participate in the deployment of new systems and/or clinical modules, upgrades, fixes and new installations.
Capture, observe and report existing processes and policies in Visio diagrams and as business requirement documentation.
Create process and systems models, system design proposals, functional user specifications, diagrams and charts to provide direction where appropriate.
Provide clear qualitative and quantitative information to teams and stakeholders.
Support change control processes established to monitor and control project scope.
Prepare and deliver reports, recommendations, or alternatives that address existing and potential trouble areas.
Work with software developers and other end users to ensure technical compatibility and user satisfaction. Manage escalation procedures and ensure service levels are maintained.
Participate in the delivery of system and/or application training sessions for end users.
Qualifications
REQUIRED:
Bachelor's Degree and at least 5 years in leading requirements capture, management and analysis activities along all phases of the agile software development life cycle, including conducting user interviews, leading and facilitating JAD sessions, and developing business process models and formal specifications or 10 years of experience will satisfy education and experience requirements.

Excellent oral and written communication skills and must be detailed oriented.

Must be able to effectively and professionally communicate to management, peers and customers as well as demonstrate sound judgment/reasoning skills
Expertise with Microsoft Office applications (Word, Excel, Power Point, Sharepoint, etc).
Expertise with Agile tools like Jira, Confluence, Hipchat, Slack, Waffle and Trello
Must have intermediate to advanced skills with Microsoft Project
Experience with manual testing of software products.
Eligibility to obtain a Clearance
PREFERRED:
Two (2) or more years of experience working with Federal Healthcare IT Projects.
SAFeProduct Owner/Product Managercertification
PMP certification or Business Analyst certification is plus
SAFe Scrum Master
Knowledge of Healthcare, Medicare & Medicaid systems & data
Knowledge of Visio or Sparx Enterprise Architect.
