Director, Information Technology Services at Volunteers of America Chesapeake and Carolina's (V in LANHAM, Maryland

Job Description:

Reporting to the Vice President, Human Resources and Administration, the Director, Information Technology Services is a member of the Program Leadership Team and supports the vision and mission of VOACC, supervises the Information Technology Systems Team and is responsible for the Information Technology Services support to VOACC from unit from strategic processes. In addition, the position is responsible for creation, maintenance and updating all policies and procedures regarding information technology.

ESPONSIBILITIES

Leadership and supervision


  • Provide leadership and supervision to a team of Information Technology professionals and collaborates with other leaders internal and external to ensure service levels are meeting organizational expectations.

  • Maintains staff by recruiting, selecting, orienting, and training employees; developing personal and professional growth opportunities.

  • Accomplishes information systems staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.

  • Maintains professional and technical knowledge for self and team members by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

  • Interacting with Executive and Program Leadership on regular scheduled site visits, virtual participation in regional leadership meetings and maintain ITS focus groups.

  • Contributes to team effort by accomplishing related results as needed.

  • Leads the ITS team in the strategic planning process.

  • Serves as final escalation point for help desk matters.

Vendor Management


  • Interfaces with vendors and evaluates and assess new solutions

  • Enhances information systems results by identifying information systems technology opportunities and developing application strategies.

  • Reviewing scope of work of ITS services and vendors and ensuring expectations are met and develops and maintains a score card on performance.

Network, Hardware and Systems Management


  • Develops and implements with the ITS team:


    • A schedule to address upgrades for Network, Hardware (Desktops, Laptops, Tablets, Mobile Phones and Communications Systems) and Server Systems.

    • A monitoring system with the ITS team that focuses on guarding against spam attacks and breaches.

    • A comprehensive asset management process/system` is in place by either using an application or other that is cost effective and interface capacity.

Compliance and system protection


  • Creation and maintaining of policies and procedures pertaining to ITS, HIPPA and Systems Breaches.

  • Maintains safe and healthy working environment by establishing and enforcing organization standards; adhering to legal regulations.

  • Sustains information systems results by defining, delivering, and supporting information systems; auditing application of systems i.e. HIPPA and other continuity testing.

  • Assesses information systems results by auditing application of systems.

  • Safeguards assets by planning and implementing disaster recovery and back-up procedures and information security and control structures.

Financial Management


  • Management and maintains the ITS Budget from a cost containment & efficiency approach.

  • Accomplishes financial objectives by determining service level required; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective action.

  • Review telecommunications (desk and/or mobile) cost and provide cost management approaches.

  • Review all cost associated to Information Technology Services and identify cost management approaches.

Training and Professional Development


  • Partner with Organizational Excellence, the Manager, Information Technology Systems Learning to create learning paths for new and existing staff to improve usage of all VOACC IT Systems and Electronic Medical Records System.

  • Collaborate with the IT Help Desk Lead to review the Zendesk ticket reporting system to inform creating of training tracks and intervention methods.

EFFECT ON END RESULT


  • Increase budget efficiency, meet or exceed technical ability of ITS staff.

  • Increase internal employee satisfaction working with the ITS Team.

  • Create and maintain effective policies and procedures for change management.

  • Create and maintain IT disaster recovery process and backup systems.

  • The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.

  • The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment.

  • Move and lift objects up to 30 pounds such as computers, monitors, files, etc.

  • Operating office equipment requiring continuous or repetitive hand/arm movements.

  • The ability to remain in a sitting position for extended periods of time

REQUIREMENTS


  • Bachelor Degree in Computer Science or related field preferred. Masters Degree a plus but not required.   

  • Minimum of (8) eight years direct related work experience within a non-profit human services and/or healthcare services organization.

  • Five (5) years minimum experience in a leadership role within an information technology department supervising a team and creating strategic plans.  

  • Excellent experience managing migration systems, mobile communication systems and virtual communications. 

  • Proven Network administration experience required.

  • Proven Vendor Management experience required.  

  • Microsoft Server/Systems experience required.    

  • Experience with HIPPA regulations and guidelines required.

  • Experience with EHR Systems required.  

  • Virtualization experience a plus. 

  • Proven ability to work in a fast-changing and high deliverable organization.

  • Ability to build relationships and ensure satisfactions levels are met.

  • Excellent experience with management helpdesk and reporting to executive on blind spots and systems exposure.

  • Bilingual in any language a plus.
