Pay Rate Information – $77,000 to $89,000 (Offer will be commensurate with experience)

Role Summary
This position will supervise a staff of rental housing and code enforcement inspectors, overseeing the entire rental housing process and management of blighted properties for the City of Ann Arbor.
Duties
Duties are performed under the direct supervision of the Building Official or designee and includes the following:
Essential Duties
Supervise Rental Housing Inspectors, and an employee who inspects fire-damaged properties, blighted properties and severely dilapidated structures.
Trains and assists assigned compliance officer in housing, nuisance, zoning, and building maintenance code.
Coordinate with and support Administrative staff who support the Rental Housing Program.
Implement a process for identifying expired permits in the City’s tracking software.
Train staff and supervise the plan review process for sign applications.
Supports staff in code violations through court; authorizes municipal civil infractions, collects evidence; confers with city attorney; testifies in court and assigns case follow-up inspections.
Participate in rental property organization meetings and actively resolve issues.
Makes recommendations and/or carries out the selecting, hiring, training, evaluating, and disciplining of employees in accordance with Union Contracts.
Reports on staffing levels and recommends required adjustments.
Responsible for meeting established metrics that are reported to city management and city council.
Manage the Certificate of Occupancy process and coordinate between the building department’s Certificate of Occupancies and Rental programs Certificates of Compliance.
Must pursue ICC certifications and other opportunities for professional development relevant to the building industry.
Create policies and procedures for the consistent application of Rental housing program requirements.
Related Work
Implement new processes to accommodate changes required for new city-wide software.
Assists Building Official and Deputy Building Official when requested.
Attend and staff Housing Board of Appeals.
Responsible for monitoring and reporting on budget targets

Education, Training and Experience (position requirements at entry)
Required:
Associates Degree, or two years of college-level course work, in engineering, architecture or a directly related field. Or equivalent industry experience
Four (4) years of progressively responsible experience in plans review or building inspections and code compliance.
Three (3) years of supervisory or lead work experience.
The City of Ann Abor, at its discretion, may consider an alternative combination of formal education and work experience.
