Position Summary


SUMMARY
This position entails providing support for a wide variety of activities of human resources including but not limited to employee relations and recruiting. Responsible for developing and maintaining effective programs, policies and procedures to help drive operational efficiency and compliance, and to cultivate a productive, professional, friendly, and respectful workplace. Serves as a primary contact with employees on labor and benefit related issues.

ESSENTIAL FUNCTIONS
* Works under the direction of the Director Human Resources to provide full HR generalist support to the Division, Huntington, Burnaugh and Elkhart (HBE).
* Provide contract interpretations and administer the provisions of both Huntington & Burnaugh collective bargaining agreements. This includes assisting with the investigation of complaints, grievance processing through 3rd step, arbitration prep, discipline hearings and contracting out meetings. Participate in preparation for arbitration cases.
* Prepare information, analyze, make recommendations for and participate in labor contract negotiations. Assist on issues including performance management, termination, career development, harassment, discrimination and other personnel issues.
* Partners with Labor Relations Manager to respond/resolve labor related issues and grievances.
* Attend grievance meeting and other labor relations meetings to gain in-depth understanding of labor/management dynamics.
* Act as business partner for managers and supervisors providing counseling and support in dealing with employer/employee relations' issues and interpretation/application of employment practices and procedures.
* Activate and post requisitions that accurately reflect the duties, responsibilities, education, training, certifications, and experiences required for the positions. Help ensures that this process is fully compliant and record keeping is accurate.
* Recruit for all exempt and nonexempt personnel either directly or indirectly; write job descriptions, write and place advertisements; establish relationships with outside recruiting agencies; screen and correspond with applicants; arrange interviews; conduct reference checks, and present job offers.
* Administer the onboarding process including pre-employment screening, background investigation, benefit plan overview, payroll documents and offer letter and policy distribution.
* Maintain strong relations with supervisors to ensure healthy feedback and dialogue about implementation and effectiveness of our talent programs.
* Work with HR team members to support health and welfare benefits processes including answering employee questions and communicating changes.
* Ensure compliance across the full spectrum of legal, regulatory and internal human resources expectations facing the business.
* Completes special projects by clarifying project objective; setting timetables and schedules; conducting research; developing and organizing information; fulfilling transactions.
* Manages client expectations by communicating project status and issues; resolving concerns; analyzing time and cost issues; preparing reports.
* Prepares reports by collecting, analyzing, and summarizing data and trends.
* Protects organization's value by keeping information confidential.
* Accurate maintenance of employee personnel files, electronic data and other employee information in a confidential manner and in compliance with applicable policies, laws and records retention schedule.
* Ensures own work and processes comply with all federal, state, and local legal requirements by staying informed of existing and new legislation and enforcing adherence to requirements; advising management on needed actions.
* Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
* Responsible for completing service requests in Fidelity for all SMC locations.
* Provide HRIS training as needed to SMC HR team members across the Division with less experience.
* Responsible for managing the review process and seeing that all aspects are completed by the manager and employee in a timely manner.
* Partner with HR Director to manage the calibration of employee ratings. Lead the merit process by creating, distributing, reviewing, and obtaining approvals of merit spreadsheets.
* Enter HBE and Division IT and Finance PRP's into the portal and enter adjustments in the HRIS system.
* Relied on as the subject matter expert for the Kronos time and attendance system. Providing training as needed to employees, managers, and to SMC HR team members across the Division. Responsible for keeping Kronos up to date. Work with Kronos liaison as needed for various updating/testing as needed/required.
* Assist HR Director with updating the HCP plan for semi-annual corporate submission.
* Provide SOX Reviews and Update of HR SOX Documentation.
* Responsible for various SOX testing.
* Analyze the needs in areas relating to compensation, benefits and HR programs to remain competitive in the market, while gauging the financial impact to the company.
* Process terminations which includes generating separation notice (green ticket) for distribution to various departments including payroll; preparing termination packet and conducting exit interview.
* Process address changes and benefit changes.
* Maintain accurate job descriptions for all staff.
* Maintain HR subject matter expertise through continual self-education and practical application of HR-related initiatives.
* Responsible for employment approvals, personnel data transactions and interfacing with payroll in a timely manner.
* Short Term Disability tracking. Process FMLA and STD applications as needed.
* Assist with attendance policy systems administration and compliance for Elkhart, as needed.
* Assist and resolve employee's questions and problems.
* Assist with open enrollment.
* Assist in collecting and preparing applicant data for AAP Affirmative Action Plan in March timeframe each year.
* Assist in completing and submitting EEO-1 and Vets 100 reports in September of each year.
* Participate in recruitment events.
* Assist managers with performance management of their employees through the performance appraisal system, performance improvement programs, and training and development plans. Monitor the performance management programs and revise as necessary.
* Misc. projects as requested.

QUALIFICATIONS
EDUCATION AND EXPERIENCE
* Bachelor's degree required.
* PHR a plus.
* Six to eight years related work experience with experience and working knowledge in the following areas: Recruitment & selection, performance management, employment labor law; training & development, safety & security, organizational development; management practices, disciplinary action and terminations; employee & labor relations, compensation & benefits, and policy writing.
