Overview

LMI is seeking a skilled Journeyman Engineer for DHS Countering Weapons of Mass Destruction (CWMD) Requirements Generation Division. Successful LMI Journeyman Engineer for DHS CWMD Requirements Generation Division demonstrate competency in leading and managing coordination of activities across CWMD and DHS Components in document generation to close CWMD capability gaps with materiel and non-materiel solutions; and demonstrate competency in project execution, leadership, critical thinking, relationship management, and business growth while upholding the highest standard of ethical behavior. This position requires Active Secret Clearance with the ability to obtain DHS Suitability. The position is located in Washington, DC. With the threat of transnational terrorism and ongoing development of Weapons of Mass Destruction (WMD) by nations potentially hostile to the U.S., DHS has taken steps to integrate the full range of its radiological, nuclear, chemical, and biological capabilities to enhance the nation's abilities to prevent terrorists and other threat actors from using WMD, and support operational partners in closing capability gaps along adversary pathways. As the focal point for this effort, DHS CWMD Operations Support Directorate (OSD) requires advisory and assistance services to effectively operationalize CWMD by developing and enhancing the capabilities of the DHS Components as well as federal, state, local, territorial and tribal (FSLTT) partners. LMI provides advisory and assistance services (program support, training and exercise, medical operations, information integration, requirements generation, and operational coordination) to CWMD Operations Support Directorate (OSD). Responsibilities

Responsibilities will include:

    Apply DHS Joint Requirements Integration and Management System (JRIMS) and other pertinent CWMD OSD policies, guidance, processes and procedures for requirements generation and associated activities
  • Coordinate requirements generation process across the Homeland Security enterprise, including in support of program managers across CWMD and DHS Components

  • Conduct systems engineering tasks in support of operational requirements document development for CWMD capabilities in response to chemical, biological, radiological and nuclear (CBRN) threats

  • Supervise and guide junior engineers

  • Provide outreach and coordination services with the DHS operational components and CWMD directorates to support requirements generation

  • Facilitate the collaborative development of synchronized requirements for various diverse stakeholders

  • Deliver any and/or all draft and final proposed requirements related products

  • Identify and resolve issues between stakeholders

  • Communicate requirements and systems engineering processes to relevant stakeholders

  • Prepare briefing charts, schedule meetings, keep records and record minutes, prepare after-action reports in support of technical reviews

  • Attend program reviews, technical meetings, workshops, conferences, site visits, field tests, as directed by the Requirements Branch.

  • Support additional studies and analysis as directed.

  • Utilize Microsoft Project to support project plans.

  • Utilize Earned Value Management techniques to support program assessment.

  • Develop Requirements Generation Products (Capability Analysis Study Plan, Capability Analysis Report, Non-Material Change Recommendation, Mission Need Statement, Concept of Operations, Operational Requirements Document)

Qualifications

Required:


  • Bachelor's degree or equivalent in engineering discipline

  • At least 5 years of systems engineering experience

  • Experience working in DoD Joint Capability Integration and Development System (JCIDS), DHS Joint Requirements Integration and Management System (JRIMS) or other requirements generation for materiel acquisition

  • Knowledge of DoD or DHS materiel acquisition lifecycle

  • Superior communication skills, both oral and written

  • Strong problem solving and analytical skills

  • This position requires Active Secret Clearance with the ability to obtain DHS Suitability
