Blue Shield of California is seeking a Business Analyst, Consultant in Growth and Solutions Division. The Consultant Business Analyst's primary responsibility is to provide highly complex analytical support through the analysis and interpretation of data in support of cross-functional business operations.as well as guide tactical and strategic actions using the best-in-class analyses and robust analytic tools.

The HCQA Division is responsible for developing, maintaining, and managing the relationship with Blue Shield's network of physicians, hospitals, ambulatory surgery centers, HMO IPAs, and medical groups.

Our team (Network Performance Analysis and Contracts) is part of the Growth and Solutions Division and focuses on provider network performance analysis, reporting, and consulting. The NPAC team is responsible for developing analytics and supporting materials to assist and guide strategic development and maintenance of Blue Shield's network of physicians, hospitals, ambulatory surgery centers, HMO IPAs, and medical groups.

Our team focuses on provider network performance analysis, reporting, and consulting. Some of our key responsibilities are (1) provide consultative services to Blue Shield's key hospital contract negotiations using robust analytic tools and analyses--strategic contract roadmap, negotiation factsheets, and presentations of key market and performance indicators; (2) summarize and distribute competitive benchmarking reports (3) produce performance guarantees for employer accounts; (4) develop and maintain centralized databases and reports to measure network performance; and (5) manage the nuts & bolts of standardized Model Contracts and amendments..

This position can be located in our Oakland headquarter or in Woodland Hills.

Responsibilities


  • Develops, prepares, and provides highly complex analysis and analytical support through the analysis and interpretation of different data sources to support different cross-functional business operations.

  • Collects, analyzes, and synthesizes data; develops information to guide business decision making for BSC's cost of health care management and provider network strategies.

  • Responsible for all aspects of Competitive Intelligence. Be able to support and produce highly complex competitive intelligence analyses and presentations using different sources and make recommendations on outcomes to different stakeholders.

  • Support BSC's key hospital negotiations using robust analytic tools. Translate data analysis into insightful and actionable items for internal customers.

  • Produce hospital and IPA negotiation checklists using a variety of analytic tools and data sources.

  • Collaborate with and support other teams such as network managers in developing provider negotiation strategies.

  • Continuously collaborate with internal stakeholders and customers to identify enhancement opportunities to improve efficient and quality.

  • Manage projects that may involve coordinating a team and working with different stakeholders.

  • Assist in designing, maintaining, and updating of the provider contracting roadmap.

  • Provide a consultative support for cost of healthcare program (providing analysis, building tools, etc.)

  • Independently writes reports and presents data in formats such as abstracts, graphs, or summaries.

  • Produce executive level presentations/reports for internal and external customers.

  • Ad hoc assignments as requested.

  • Provide leadership and mentoring to less experienced analysts.








Knowledge and Experience


  • Bachelor's degree preferred.

  • 7 years relevant (data analysis) experience or equivalent combination of education and experience.

  • Healthcare analytics experience, experience and knowledge with provider reimbursement and negotiation a plus.

  • Excellent interpersonal skills.

  • Excellent communication and presentation skills, previous experience in presenting to mid to senior leaders.

  • Good business acumen, ability to work in a team environment.

  • Good math, analytical and problem-solving skills.

  • Intermediate to Advanced knowledge of MS Excel (able to model, use formula).

  • Word, Access (link tables, run queries), and PowerPoint.

  • SAS and SQL knowledge preferred.

  • Ability to work in a team environment.

  • Ability to work independently, proactively and with little direction and limited oversight.
