American Water's Contract Services Group (CSG), a business unit under the company's American Water Enterprises market-based business subsidiary, offers market-based operation and maintenance (O&M) services in the United States. These services include the delivery of design-build-operate projects and the provision of water and wastewater operations, maintenance, and management services. Our Seattle-Tolt plant is owned by the Seattle Public Utilities and is operated under contract with American Water. Primary Role



The Manager of Operations & Maintenance, or “Project Manager,” is primarily responsible for the delivery of all operations and maintenance activities required under the service agreement contract.  Duties include; planning, organizing and directing activities with respect to the respective contract operations, including but not limited to water system and pump stations, client service, capital projects, etc. as may be required by contract.





Key Accountabilities




  • Responsible for all activities and the overall operation/efficiency of a water treatment facility. Analyzes and evaluates operation, maintenance, and support functions.  Initiates new or improved practices as necessary

  • Directly or indirectly supervises all staff assigned to the Project: Demonstrates visible "leadership by example" utilizing participative management involving employees and teamwork whenever possible. Interacts with subordinates, superiors, other agencies, and the client to facilitate smooth system function.

  • Develops objectives to meet regulatory requirement efficiencies and productivity via continuous quality improvement and strategic planning. Responsible for ensuring appropriate health and safety measures are established and carried out in system operations and maintenance. Accountable for achieving state, federal and local standards. Assures that all Human Resource, OSHA and related notifications are displayed for all employees to view, checking periodically for compliance.

  • Develops and oversees the annual O & M budget.  Monitors and controls costs according to the Operational, Capital and R & R plan. Coordinates activities in the implementation of Capital Projects and Emergency Repairs.

  • Participates in project transition including assisting in recruitment, vendor selection, etc.

  • Serves as the liaison with government contacts to ensure client needs are met, Handles all customer complaints in a professional manner





Knowledge/Skills




  • Solid knowledge of water treatment, client service, and capital projects

  • Ability to build and sustain a collaborative, high performance team culture that encourages creativity, innovation, empowerment and vision.

  • Leads a strategic approach to developing long range Project goals and objectives, developing a plan to reach these goals

  • Proactively introduces change into the facility to address emerging issues

  • Encourages the effective use of technology to improve facility operations

  • Institutionalizes the concepts of continuous quality improvement activities, performance measures and benchmarking.

  • Ability to clearly articulate complex issues both verbally and in writing to technical and non-technical people




Experience/Education




  • Five or more (5+) years of supervisory experience in the Operations and Maintenance of a water system. Proven ability to interface with key stakeholders and resources effectively.

  • Graduation from an accredited college or university with major coursework in sanitary, chemical, civil, electrical or mechanical engineering, public or business administration, or other equivalent concentration strongly preferred; additional years of experience may be substituted for education.

  • The successful candidate must possess a Washington State WTPO 4 Water Operators Certification or the ability to obtain within six months.
