SJS Executives, LLC (SJS) is seeking a professional Facilities Engineer with a concentration in utilities engineering to serve our US Department of Veterans Affairs (VA) customer in Bronx, New York, from August 2021 through March 31, 2022, a half-year-long assignment as an SJS full time employee with benefits.
The SJS Facilities Engineer will collaborate with Government Engineering Technicians (ETs) on development of various studies, reports and document deliverables pertaining to assessment and improvement of the Facility Management Services (Engineering) function at a major medical center.
Upon completion of the initial assessment, the Facilities Engineer is responsible for providing a report of the current status of the program as well as recommendations on how to improve each area of concentration.
SJS is a Service Disabled Veteran Owned Small Business (SDVOSB) with about 250 employees coast to coast and a headquarters in Virginia Beach, Virginia; it specializes in professional services to support federal and military organizations like the VA. This position has a veteran hiring preference and after the 6 months of performance, the VA might extend SJS's Construction Manager a job offer for a permanent position supporting the VA directly or else extend the contract with SJS an additional 6 months.
The ideal candidate for this position is a veteran based in or near the Bronx with a 4-year engineering degree who is already familiar with military, VA or hospital engineering work, especially as pertaining to utilities.
Responsibilities
Act as an engineering consultant supporting the ongoing efforts of and collaborate with Government engineers in a medical center's Facilities Engineering Department
Recommend facilities engineering program/project execution strategies; generate market surveys or studies, evaluation certifications, reviews and/or reports to assess current operations and suggest improvements on systems like the Equipment and Preventive Maintenance program for the medical center and a Utility Systems Sustainability Review
Tactfully and professionally communicate (orally and in writing) construction requirements and engineering positions/views and be capable of engaging at multiple levels of authority to obtain decisive action from affected parties. Your recommendations will be strongly considered in forming the basis of final actions and decisions by Government leadership.
Observe current operational conditions to generate recommendations and a report outlining recommended improvements in efficiency, the elimination of backlogs of deferred facilities maintenance, as well as recommendations for safety and enhanced management of safety high profile risk areas.
Perform a root cause analysis of the emergency generator system to identify the cause of failures. Provide an emergency plan for use in the event of an outage from the utility company thus providing sustainability of the utility in a time of failure to a commercial source. This will not consist of an architectural design for the emergency power system.
Evaluate and report upon the sustainability of the existing Electrical, Water (Waste/Potable), Communications/Data, HVAC (DX and Chiller Plant) and Boiler Plant systems
Evaluate and provide recommendations for improvement for the Asset Management Plan for the Imaging, SPS, OR, Laboratory and Building Service Equipment (BSE) systems
Review pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
Provide project status updates to senior Government personnel within the Engineering Department.
Other facilities engineering-related tasks and responsibilities as assigned.

Qualifications
Shall possess a Bachelor's or Master's degree in Engineering from an accredited 4-year college or university
Prior work for the Veterans Health Administration (VHA) and familiarity with its Automated Engineering Management System/Medical Equipment Reporting System (AEMS/MERS) is a major plus
Two (2) or more years of work experience as a Facilities Engineer in a hospital or medical center setting
Membership of the National Fire Protection Association Healthcare Facilities Code (NFPA 99) code writing and review technical committees is also encouraged
Sound understanding of engineering and management concepts, principles and practices applicable to hospital and medical center utility systems
Sound analytical capability with the corresponding ability to express complex analytical concepts in clear language in well organized, detailed written reports
Must be vaccinated against COVID-19 and provide copy of vaccination card for verification; also must be willing to follow Government medical center protocols for the control and prevention of COVID-19, such as wearing a mask over the nose and mouth, as requested by the Government
Pass tuberculosis (TB) test
Must have a clear background to be eligible to work in a government building and/or receive Government network access credentials
Must be able to successfully pass a drug test and background check.
