CONTRACT BACKGROUND

The FBI Criminal Investigative Division (CID) coordinates, manages and directs investigative programs focused on financial crime, violent crime, organized crime, public corruption, international corruption, violation of individual civil rights, drug related crime, and informant matters associated with these investigative areas.  The subject matter experts (SMEs) are strategically integrated with CITF partners; California Department of Corrections and Rehabilitation (CDCR) investigative and intelligence units, the Federal Bureau of Prison (BOP), Las Vegas Metropolitan Police Department (LVMPD) and Arizona Department of Corrections (ADOC). This unique partnership gives the FBI unprecedented, direct access to CDCR, BOP, LVMPD and ADOC investigative, intelligence and confidential files.

JOB SUMMARY

The Subject Matter Expert (SME) – Gang Specialist will be responsible for utilizing their expertise in identifying gang and criminal threats, new and emerging threats, and the ability to concisely articulate those finding in formal work products and reports.

KEY RESPONSIBILITIES


  • Contribute to a hybrid work role and address and satisfy FBI, CDCR, and BOP intelligence collection and dissemination needs to answer intelligence threats and gaps related to gang and other criminal threats, as assigned. 

  • Monitor and utilize their historic expertise in keeping current of threats facing the United States Intelligence Communities (USIC), to include the top prison gang threats operating both inside and outside correctional institutions. 

  • Work closely with FBI Violent Gangs Safe Streets Task Forces (VGSSTFs), CDCR Special Services Units (SSU), Investigative Services Unit (ISU), parole, and county jails. 

  • Identify gang leadership, their criminal associates and facilitators, methods of communications, to include cellular telephones, and criminal strategies and activities. 

  • May assist with seized contraband phones by forensically extracting all intelligence data from the illegal phones, downloading the data into the CDCR server located at CITF, and processing the data to develop potential leads on CDCR corrupt staff, identify potential civil rights violations, develop investigative leads in drug trafficking investigations, then provide the investigative leads to FBI and other local LE . 

  • May utilize computers and data mining programs to mine all intelligence data and develop new investigations, data analysis for the FBI, provide case assistance and support to the FBI and local LE. 

  • May assist with hard to process contraband devices by forensically processing seized cellular phones on major criminal investigations conducted by local LE and the FBI.

QUALIFICATIONS


  • Bachelor’s Degree in Criminal Justice, Sociology or related field is highly desired but not required if equivalent work experience, for an additional minimum of 8 years specialized experience, has been established. (If candidate does not have a Bachelor’s degree, the total years of experience shall be 14 years, inclusive of 12 years specialized experience at minimum.)

  • Six (6) years of general experience of which four (4) years must be specialized years of direct experience working gangs, criminal enterprises. 

  • Investigative/analytical intelligence experience related to security threat groups (STG) within correctional institutions and its operations, protocols, and structure, to include inmate STG identification, investigation and handling;

  • Experience with a wide variety of information systems, to include federal, state and local law enforcement and intelligence databases, commercial software and public source systems;

  • Experience handling sensitive intelligence within the intelligence community (IC), to include IC product production, handling and dissemination.

  • Experience in synthesizing vast amounts of data to derive meaningful actionable or informative intelligence products to the IC, to include strong written and oral communication skills;

  • Experience in identifying emerging threats or trends related to gangs operating inside and outside of prisons and their affect on communities;

  • Experience in working with multiple agencies in a task force environment while using intelligence to identify subjects, associates, methods of operations, communications, and de-confliction of investigative or analytical efforts;

  • Experience in interagency liaison and working in a task force environment;

  • Strong presentation skills, to include producing written reports, providing oral briefings and developing support materials such as charts, PowerPoint presentations, and other handouts/pamphlets;

  • Successfully working in a constantly changing environment and adapting to the shift of work priorities and direction.


  • For any positions located in California:

    • Familiarity with California Department of Corrections and Rehabilitation (CDCR)/Federal Bureau of Prisons (FBOP) administration operating procedures and policies, highly desirable and critical;

    • Familiarity with CDCR databases, highly desirable and critical
