CONTRACT BACKGROUND


  • The Federal Bureau of Investigation’s (FBI) Internal Policy Office (IPO) manages the coordination, review, approval, publication, and promulgation of all FBI policies and forms. To date, the focus of IPO has been the creation of the FBI’s policy and forms processes and the development of a Policy Library (PL), which is the centrally located source of all Bureau policy. This requires a high level of coordination with Federal Bureau of Investigation Headquarters (FBIHQ) division and field office (FO) policy representatives, called division policy officers (DPO) and field policy officers (FPO), respectively. Additionally, IPO maintains and publishes the FBI’s principal operational policy guide, the Domestic Investigations and Operations Guide (DIOG).

  • The DIOG, originally published on December 16, 2008, requires regular updates and maintenance as FBI policies and federal laws evolve. The primary role of the subject matter experts (SME) of the DIOG and DIOG-related policies will be to assist IPO with this endeavor.

JOB SUMMARY

SMEs will support IPO by continuing to produce substantive and administrative updates to the DIOG. Additionally, the SMEs will provide expert advice on proposed operational and administrative policies entered into the IPO workflow, on topics including, but not limited to, undercover operations, extraterritorial operations, online investigations, sensitive investigative techniques, and counterintelligence. The SMEs will use their knowledge of FBI operations to infuse the policy and intent of the DIOG into underlying policies for use of specific methods or within specific divisions. Furthermore, the SMEs will work with the Department of Justice (DOJ) to propose updates to the Attorney General Guidelines on Extraterritorial Operations (AGG-ET) and frequently meet with DOJ and United States Intelligence Community (USIC) partners on these discussions. As needed, the SMEs will develop policy to address recommendations from the Office of the Inspector General (OIG).

KEY RESPONSIBILITIES


  • The contractor shall organize, and support meetings required by the government to include scheduling, drafting presentation materials, conducting briefings, and other related activities.

  •  Provide guidance to ensure that the DIOG guide is properly managed and kept current to include identifying potential issues and inconsistencies with other FBI and DOJ policies.

  • Provide subject matter expert advice on both proposed operational and administrative policies entered into the IPO workflow on topics including, but not limited to, undercover operations, extraterritorial operations, online investigations, sensitive investigative techniques, and counterintelligence.

  • Support IPO by continuing to produce substantive and administrative updates to the DIOG.

  • Provide advice on both proposed operational and administrative policies entering into the IPO workflow.

  • Use knowledge of FBI operations to infuse the policy and intent of the DIOG into underlying policies for use of specific methods or within specific divisions.

QUALIFICATIONS


  • B.A. or B.S. degree or equivalent experience in a related field. A law degree is preferred, but not required.  

  • Minimum of 20 years in DOJ and USIC management and legislative oversight.

  • Knowledge of the Attorney General guidelines (AGG).

  • Experience working effectively with DOJ and USIC agencies in relation to information sharing.


  • Capable of working independently and providing detailed analysis and recommendations to FBI personnel at the senior executive level.

  • Familiarity with the intelligence policies and procedures within the FBI, DOJ, and ODNI.

  • Experience participating in working groups and providing input on policy-related matters.

  • Extensive knowledge regarding and experience with FBI investigations (criminal and national security matters).
