Job Description

The NSC has several government-provided, Navy Type\Navy Owned (NT\NO) Systems installed. PROGC also controls an inventory of government furnished equipment and tools; e.g., jigs and fixtures associated with the construction of the NSC. Provide PROGC with GFE property management support under the task assignment of the PROGC Industrial Property Manager/TAM, and assist in the planning, coordination, review, development, integration, and execution of PROGC GFE property management. GFE Property Management Support includes, but is not limited to the following tasks:

a) Provide technical oversight for the shipbuilder's execution of property management procedures. Determine shipbuilder compliance with HII Government Property Management Manual and associated guidance/procedures. Report any violation of procedures to the assigned Task Assignment Manager and/or COR for documentation in the contract history file.

b) Interface with USN PARMs to:

i. Provide GFI and GFE Support Docs (TMs, MRC, etc.)

ii. Manage NTNO Installation and Checkout (INCO) spare parts/kits

iii. Support GFE Diminished Manufacturing Sources (DMS) and related CM

iv. Support NSC Project CM efforts v. Resolve Defective/Damaged material issues

vi. Maintain related GFE and GFI currency (Schedules A, B, C, E)

c) Provide oversight of shipbuilder GFE receipt inspections; review shipbuilder material condition-found reports, non-conformance reports, and material damage reports for disposition/resolution and recommend USCG actions.

d) Support PROGC IPM in residual material reporting and disposition to include conducting physical inventories in shipbuilder's facilities and onboard the under-construction NSC.

e) Interface with Supervisor of Shipbuilding, Gulf Coast Plant Clearance Officer for disposition of residual USCG Government Property.

f) Support 3rd party certification efforts associated with GFE.

g) Execute Government Property Management support tasks necessary to achieve PROGC goals.

h) Revise or develop new procedures to execute efficient Government Property management.

i) Participate in development of data submittals in response to Task Manager/COR tasking.

j) Evaluate data submittals, engineering change proposals, and Requests for Waiver/Deviation for GFM and production impact.

k) Provide input to, and evaluation of, risk management efforts to include risk planning, identification, analyses, and mitigation activities.

l) Provide assistance in technical oversight for the shipbuilder's execution of engineering CDRL development. Determine shipbuilder compliance with applicable NSC contract requirements. Document and report discrepancies to the assigned Task Manager for documentation in the contract history file.

m) Generate contract correspondence (letters, reports) as required.

n) Attend meetings as assigned to execute tasking.


Required Qualifications

Minimum of six years progressive experience in GFM management.

a) Experience in the use of MILSTRIP requisition process in the USCG's Fleet Logistics System (FLS)

b) Minimum of two years' experience in the use of DLA requisitioning tools.

c) Minimum of two years working in a warehouse environment.

d) Possess an intermediate knowledge of PHS&T methods.

e) Possess an intermediate knowledge of GFM management as it applies to FAR Section 52.245-1, Government Property
