Position Description:
POSITION SUMMARY:

Responsible for supervising, coordinating and administering of human resource policies and procedures including employment, equal opportunity, employee and labor relations, compensation, benefits administration, and employee services for assigned areas either personally or through subordinate supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages and coordinate the labor relations activities to develop and maintain a favorable labor climate consistent with management objectives.

Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.

Supervise and coordinate all recruiting and interviewing, developing sources of manpower requirements. Administer employment and placement to insure satisfactory supply and flow of manpower to meet requirements.

Plans and supervises the conducting of new employee orientation to foster positive attitude toward company goals.

Administer wage and confidential salary policies and structures, recommend changes in structure to Division management, prepare job descriptions, administer wage review programs, develop and interpret local wage and interpret local wage and salary surveys to insure competitiveness.

Administer health and safety programs to achieve and maintain a safe and healthy workplace; comply with government health and safety regulations, and implement safety and ergonomics programs.

Develop and implement effective communication programs to insure the location and discovery of actual or potential problems and recommend preventative measures; administer performance appraisal programs; publish periodic newsletters and utilize other communication vehicles; and provide for the internal development of colleagues through education, job posting and promotion programs.

Direct and coordinate the training and development of confidential and hourly colleagues on issues such as basic skills, safety, orientation and management skills.

Gets involved in community relations activities to enhance the Company's image in the local area. This might include employer's associations and other community service organizations.

Advises management in appropriate resolution of employee relations issues.

Manage and supervise contracts with outside suppliers to provide employee services, such as canteen, security, transportation, or other employee related services.

Manage employee recognition programs: service awards, employee of the month, employee birthdays, etc.

SUPERVISORY RESPONSIBILITIES

Is responsible for the overall direction, coordination, and evaluation of the human resources activity. Directly supervises non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Position Requirements:
SPECIAL KNOWLEDGE, SKILLS AND ABILITIES:

Bachelor’s degree (BA or BS) or equivalent;

3-5 years related experience and/or training; or equivalent combination of education and experience.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

Ability to write reports, business correspondence, and procedure manuals.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
