The Vice President of Value Based Performance & Growth (VBP&G) is a critical leadership position responsible for guiding the strategy and execution of CMG's business and patient growth strategy, payor-relationships, and value-based performance outcomes focused on quality, affordability, patient, and provider experience.

The VP of VBP&G has operational responsibility for CMG's growth, payor-contracting and relationship management, value-based performance, clinical informatics, and analytics teams. In partnership with the Chief Medical Officer (CMO), the Chief Operating Officer (COO), and other members of the CMG leadership team, this leader guides the success of our value-based care delivery execution.

Important to this role is also the opportunity to help shape and execute on an innovation agenda that continues to create new solutions that are in service to CMG's population in Arizona, and that can be scaled to favorably impact Cigna's customers around the globe.

Responsibilities:

Reporting directly to, and working with the CMG President - General Manager, this individual will be responsible for the development and execution of the multi-year growth and value-based performance improvement strategy, driving continued expansion of CMG's addressable market and payor relationships, membership volumes, and quality / affordability performance across the breadth of CMG's relationships.

S/He will establish appropriate metrics and structure to ensure the effective implementation occurs to support both the long-term and short-term objectives of the Business Performance organization.

Responsibilities of this role include:

Strategy formation & implementation : Plays a leadership role in the development of Cigna Medical Group's multi-year and annual strategic plans; ensures definition of strategic objectives, priorities, and outcomes / metrics in support of patient-centric, value-based care. Shapes and drives critical sub-strategies around growth and value-based performance. As part of CMG's senior leadership team, collaborates with peers to implement strategy, business plans, operating systems, and capital allocation plans consistent with the broader strategy, plans and goals of the Medical Group. Monitors key initiatives and performance objectives to support the business in achieving intended results.

Growth : Champions CMG's market, payer, and patient growth efforts in the Arizona market through the strategy, execution, and operational oversight of all growth initiatives. Serves as CMG's executive leader in the market place in the interface with stakeholders including payers, brokers, clients, institutions, and events. Manages and expands CMG's addressable market of growth relationships at the payer / client level, and drives patient growth initiatives in partnership with marketing to ensure continued penetration and membership into CMG's lines of business and contracts. Oversees the expansion of appropriate patient utilization of CMG's diverse service lines and offerings across primary, specialty, and ancillary care.

Payer / client relationships : Oversees existing and new payer business relationships as business development executive, with a heavy focus on value-based care relationships. Negotiates and establishes stronger and more advanced value-based payer arrangements. Partners with finance to establish strong performance opportunities with our value-based arrangements, and to deliver financial modeling of payer / customer new business opportunities. Delivers new payer contracts to drive meaningful, intentional growth of payer relationships across Arizona Health Care Cost Containment System (AHCCCS) / Medicaid, Medicare, Commercial, DSNP, and Individual lines of business.

Value-based performance strategy : leads CMG's value-based performance in pursuit of the "quadruple aim" (quality, affordability, patient, and health care professional experience), and in support of our value-based performance arrangements. Partners with health plan leaders to ensure attainment of quality / Stars, affordability and total medical cost efforts, risk adjustment initiatives and outcomes. Maintains the efficient management of performance metrics across all contracts, across key value-based outcomes.

Value-based performance enablement : partners with the CMO, COO, and other leaders to ensure optimal awareness, alignment, support, and performance of all CMG clinics and teams in support of our value-based performance objectives. Leads teams to provide optimal support across analytics, clinical informatics, coaching, practice management, and optimal use of the electronic health record and technology in support of our overall objectives. On a matrix basis, ultimately ensures the full organization is supported in achieving expected outcomes.

Innovation : in partnership with the CMG Chief Innovation Officer, identifies and champions opportunities to improve growth, value-based performance, quality, affordability outcomes for overall improved patient outcomes, and with a lens toward creating scalable insights, learnings, and solutions that can be leveraged across the broader Cigna enterprise.

Qualifications:


  • Seven to ten years leadership experience at a senior level, preferably with a large organization in a healthcare delivery performance management environment.

  • Experience in a complex healthcare delivery environment, with a focus on performance management, knowledge of Provider Incentive Programs and healthcare technology (HIE, EHRs).

  • Hands on experience leading health care delivery with value-based programs environment, including focus on quality, total medical cost, affordability, and risk adjustment (Stars, CMS/HHS Risk Adjustment, Accountable Care, AHCCCS quality, etc.).

  • Experience negotiating value-based healthcare delivery contracts, including the development of new relationships and opportunities, preferably in the Maricopa County market.

  • Excellent leadership skills including ability to think strategically, develop vision, and execute for results.

  • Proven ability to innovate and drive large organization change in complex, fast-paced, growth environment.

  • Experience working in a large highly matrixed organization, with proven ability to develop internal enterprise relations, and external relationships with the medical community.

  • Excellent presentation and communication skills

  • Strong business acumen and financial background with a sense of urgency and a desire to achieve top line results.



Education:

  • BS in Business Administration, Finance or Health Care Administration preferred

  • Master's in Business Administration, Public Health, Healthcare Administration preferred
