Project Summary:

MSI is building a team of SC Planners to advance SOCOM's mission. Upon award, MSI will lead the implementation of reforms meant to improve U.S. SC return on investment.

Position Summary:

If this proposed position is funded, t he Strategic Planner supports the partnership assessment, initiative design, monitoring, and evaluation processes by providing expertise in DoD and SC strategic planning processes and connecting AM&E efforts to those processes. The candidate will be proficient in producing research and documenting strategic options to include mission, goals, and objectives to be used by the GCC to improve security cooperation policies, business practices, methods, and organizational structure. The candidate will be proficient at building SC products that support conferences, working groups, SC workflows, SC capacity building, among other engagements. This task will also include CRM adjudication, general knowledge management, and staffing packages. The candidate will be responsible for producing products and performing tasks including but not limited to presentation materials, professional briefings, scheduling, note taking, and other forms of documentation as applicable. The candidate will be responsible for preparing written communication to assist the client with a broad set of tasks that advance strategic objectives both internally and with partner nations.

Responsibilities:


  • Conduct security cooperation design planning efforts to assist the government in achieving strategic goals and priorities with respect to the partner nation.
  • Support SOCOM with evaluation, strategic planning, development of staff packages, briefings, and note taking related to SC as required.
  • Enable client leadership to improve security cooperation investment decisions through the use of objective and meaningful performance measures.
  • Translate organizational strategies and goals to develop a set of outcomes and associated performance measures.
  • Maintain, enter, and update data in SC databases used for planning, design, or AM&E.
  • Coordinate with client to collect, analyze and report all data required for data calls/actions/requests.
  • Create briefing materials for related meetings.
  • Guide meetings specific to security cooperation.
  • Review/edit/approve organizational submissions of performance data.
  • Develop/Recommend process improvements.
  • Develop/Facilitate Security Cooperation Training.
Qualifications:

  • Active Top Secret / SCI Clearance.
  • Five (5) years' experience supporting security cooperation planning and implementation activities.
  • Five (5) years' demonstrated experience with strategic and tactical planning, project management, change management, and implementing process improvements across large, diverse organizations with multiple cross-functional stakeholders.
  • Demonstrated knowledge of SOCOM strategic planning processes, organizational structure, and operating environment.
  • Excellent oral and written skills, and ability to communicate effectively with disparate groups.
  • Demonstrated abilities and success with identifying and addressing client needs.
  • Effectively participate in client discussions and meetings: preparing concise, accurate documents and client deliverables.
  • Demonstrated ability to effectively work with senior US government officials.
  • Demonstrated experience effectively and independently managing project work with limited supervision.
  • Demonstrated understanding of security cooperation activities and their links to the national defense strategy and national security strategy.
  • B.A. in a relevant field and 5 years of relevant experience
