Idaho National Laboratory's (INL) Advanced Test Reactor group is seeking forward-thinking professionals interested in exploring a technical career as an USERS WORKING GROUP (UWG) MANAGER.

Responsibilities Include:

The ATR UWG will support the objectives and ensure that the needs of all users are met to the extent practical and that the ATR facility continues to meet the operational objectives set by the DOE.

The ATR UWG develops the strategic long range plans that define ATR availability based on reactor requirements, condition based maintenance needs, plant projects, and experiment programmatic needs.

As part of the planning development, the UWG is responsible for the development of the ATR Integrated Strategic Operational Plan (ISOP). The UWG reviews and approves requested use of the ATR with all appropriate organizations, including review of experiments, projects, facility maintenance, capability improvements, and other needs that affect ATR availability or require ATR irradiation capabilities.

The UWG is responsible for resolving all conflicts of reactor use (power levels, availability, scheduling, reactor loading assignment, reactor operational limits, etc.).

Build and/or lead multi-disciplinary teams across the Laboratory. Focus is on both the organization and the Lab. Assignments have both tactical and strategic objectives. Grows new business or sustains existing business where the sustaining role has a high degree of complexity. Develops policies, procedures, and control mechanisms. Sets organizational strategic objectives and translates strategy into actions for implementation.

Primary interface between ATR, internal and external customers. Responsible for overall coordination, integration and tracking of plans and schedules for experiments and facility work to be performed, ensuring that stakeholder requirements are met and conflicts are resolved.

The UWG consists of Leadership Management Team (LMT) members representing ATR, and Nuclear Science & Technology programs; DOE-Naval Reactors representative from the Naval Nuclear Laboratory (NNL) and a Department of Energy (DOE)-Idaho Representative.

The UWG manager's role in developing plans and resolving conflicts is to bring stakeholders to a common resolution that provides all stakeholders an opportunity for success.

Sustains ongoing business having a high degree of complexity; successful completion requires innovation and technical insertion; direct collaboration with multiple clients.

Collaboration and development of functional teams across technical subject areas and support functions.

Significant internal/external business collaboration and networking.

Will routinely collaborate with three major sectors-academia, the commercial nuclear power industry, and the federal government-which is key to meeting the challenges in the development of nuclear energy. The following customers represent the current ATR customer base that interface with the UWG manager.


  • Naval Reactors Naval Nuclear Laboratory (NNL)

  • Nuclear Science Users Facilities (NSUF) [Universities]

  • Advanced Reactor Technologies (ART)

  • Fuel Cycle Research and Development (FCRD)

  • U.S. High Power Research Reactors (USHPRR)

  • DOE Office of Science (Isotope Production)

  • Work for Other and Cooperative Research and Development Agreement (WFO/CRADA) [US and International e.g. JAEA]

  • National Nuclear Security Administration (NNSA)

  • Laboratory-Directed Research and Development (LDRD)

  • Light Water Reactor Sustainability Program (LWRS) [Commercial Industry]

  • Nuclear Fuel Cycle and Supply Chain (NFCSC)

  • Electric Power Research Institute (EPRI) [Commercial Industry]

Minimum Requirements:

Level 4: Bachelor's degree with 9 years of proven experience

OR advanced degree and 7 years experience.

Desired degree in engineering, physics or other related technical field.

Level 5: Bachelor's degree with 13 years of experience

OR advanced degree and 10 years of demonstrated ability

Desired degree in engineering, physics or other related technical field.

Must have knowledge or quickly obtain knowledge in all of the following areas:

ATR plant and experiment systems;


  • ATR core physical configuration; experiment insertion and removal processes for the ATR core;

  • Experiment insertion, storage, and removal from the ATR Canal;

  • Casks utilized in ATR;

  • ATR work control processes; and ATR production control processes.

  • Demonstrated ability to apply appropriate rigor for working in a nuclear environment.

  • Demonstrated ability to interface with multiple stakeholders in a relationship management role.

Key attributes of the relationship management role are initiative, tact, diplomacy, and judgement along with the ability to develop and analyze technically complex alternatives.

Preferred Requirements:


  • Project Management Professional (PMP) certification is desirable.

  • Preferable to have knowledge in all of the following areas: experiment design, irradiation, instrumentation and control, and post irradiation examination; ATR Technical Safety Requirements (TSR) and the Safety Analysis Report (SAR); and INL's financial systems.
